Civil servants must disclose more in new SALN
MANILA, Philippines - Government officials will have to fill up a more detailed Statement of Assets, Liabilities and Net worth (SALN) starting this year.
While debates continue on the contents of Chief Justice Renato Corona's SALNs, the Civil Service Commission (CSC) has prepared a more detailed SALN for government officials.
Studies to update the SALN began during the time of President Gloria Macapagal-Arroyo, but was only approved last year.
In the new SALN form, under assets and real property, officials must include the properties of their spouses -- even if these were inherited before their marriage.
Under personal property, it must be indicated whether the entries are either "tangible" or "intangible."
In Corona's SALN for 2010, he listed cash and investments. With the new form, investments must now be broken down if, for example, these are stock certificates or bond certificates.
Officials will also need to declare in the new SALN all of the sources of their gross income outside of their government salary.
Personal and family expenses, including an estimate on spendings for overseas trips, must also be declared to determine if they are living beyond their means.
The new SALN will also require officials to indicate all of their income taxes.
The CSC said the new SALN is in accordance with the law, and there is no reason for government officials to protest.

other relevant cases were put on the back burner
This impeachment trial indicates how dysfunctional, ineffective and slow paced justice system is when a removal of one public official, a chief justice, is presuming it would now take close to a year of court proceedings while adjudication of other relevant cases were put on the back burner such as the Mindanao massacre after close to 3 years of investigation. How frustrating the due process and rule of law not just those families of the victims waiting for the trial to begin but for all Filipinos. If Corona's trial would take 10 months people will speculate GMA's trial would last longer.
SALN IS NOT ACCURATE
Heto ang malinaw na pruweba na kulang kulang at hindi conclusive ang SALN at bir records para akusahan ang isang tao na may ill-gotten wealth.
Aber, papaano lalabas sa bagong SALN na common household domain kasama ng iba pang pamilya? Halimbawa ay anak na may asawa na pero nakatira pa rin sa magulang. O kaya naman ay single above 18 years old na kasama pa ng magulang.
Dapat may code ang empleyado ng gobyerno kung anong level ang capacity to handle govt funds.
May panalo ang defense.
Time to tender your resignation
