Palace stands by PAGASA chief's relief

MANILA, Philippines - President Benigno "Noynoy" Aquino stands by his decision to sack Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) Chief Prisco Nilo as head of the weather bureau.
   
"There are fundamental differences between their approaches to the task at hand, and I support my Secretary's position on the matter, that there are irreconcilable differences. So if they are not of one, therefore, the services of PAGASA cannot be improved. Therefore, the secretary has been given the authority to look for that individual who they can work with better," President Aquino said.

Department of Science and Technology (DOST) Undersecretary Graciano Yumul, who's been designated Officer-in-Charge of PAGASA, said DOST Secretary Mario Montejo has placed Dr. Nilo under special study.
   
Yumul said there is no truth to reports PAGASA employees are demoralized following Nilo's relief, adding they were all professional.

"[DOST] Secretary Montejo gave us a list of things to do. Dr. Nilo will be placed under special study. Just because he was reassigned doesn't mean PAGASA will not be able to do its forecasting duties," Yumul said.

Yumul, who is not a meteorologist, said he has been tasked to handle management issues and improve the forecasting capability of PAGASA, adding a technical specialist will handle other aspects of PAGASA's operations. 

Yumul said PAGASA deputy director Nathanielsz Servando is being eyed to lead the technical side of operations.
   
Meantime, Agham party-list Representative Angelo Palmones clarified that contrary to earlier reports Nilo was relieved over inaccurate forecasts on Tropical Storm Basyang, Nilo's relief resulted from an internal issue within PAGASA involving questions on Nilo's Career Executive Service Officer (CESO) eligibility.
   
"This is an internal issue which the DOST has to resolve," Palmones said. "Dr. Nilo supposedly lacks CESO, that's why he's being relieved."
   
Palmones is appealing to government to reconsider its decision to relieve the beleaguered PAGASA chief, saying experience should be a priority over the CESO eligibility.
   
"If you were assigned there, there should be no question on your integrity and capacity to lead. Over the years, Dr. Nilo has shown good leadership," Palmones said.   

Palmones also called for the immediate resolution of the matter as it may affect the country's forecasting efforts.
   
"I am appealing to the government to reconsider its decision to relieve Dr. Nilo from PAGASA.  The weather bureau needs more warm bodies," Palmones said.

Citing the expected arrival of another tropical cyclone Florita this week, Palmones said the weather bureau should not focus its attention on intrigues hounding the weather bureau.
   
Palmones is now seeking the assistance of House Speaker Feliciano "Sonny" Belmonte to reinstate Nilo as chief of the weather bureau. 

With only three senior weather forecasters left in PAGASA, and the weather bureau already undermanned due to the exodus of forecasters for better paying jobs, Palmones said PAGASA may not be equipped enough to do its job.
   
"PAGASA has a very lean staff and is in need of experts as it is.  Only three senior forecasters are left.  And any organization short of manpower is bound to have problems with providing the necessary service."

Aquino govt engage in fault-fingerpointing

From the very start,the aquino govt is engage in fault-pinpointing. In other words, hanapan lahat ng pwede sisihin. Kahit ano gawin ng presidente ngayon ok sa media at mga tao. Taasan man ang pamasahe, lagyan ng tax ang toll fees, magtaas man ang gasolina, kuryente.. OK lang lahat yan sa media at mga tao. Halos walang tututol. Imagine mo kung si arroyo ang nagtanggal Nilo, for sure mabilis pa sa alas cuatro ang batikos ng media at mga tao at sasabihing DI TAMA YUN. Pero with noynoy, evrything is OK. Magtaas man ng tax eh OK lahat. Di tulad dati na dagdagan lang ng singkong tax sa txt eh sobra batikos na.. hehe

May trend ngayon. Kung ikaw ang bagong naitalaga sa pwesto ni aquino, dapat may ilabas ka sa media na nakita mong mali.

Nilo is a victim of POLITICS for sure.


Because he is focusing on

Because he is focusing on fortune telling than better preparedness.

Tropical storms have a mind of their own and can always decide to change its course no matter what numerical models you use.

You can change everyone and everything in pag-asa but you CANNOT change the nature of the beast.

Focusing on fortune telling is NOT the answer.

Even with 100% success in forecasting-- you will still see a high death toll for the simple reason that for a tropical country that gets hit by an average of 6-7 typhoons in a year-- we are ill prepared with no proper infrastructure. The reason? Money for improvements in infrastructure/garbage disposal have been pocketed by corrupt goverment officials.


The President has every right

The President has every right to replace someone whom he has no confidence or trust. It is not just a question of whether that man is honorable or dedicated sometimes vision also plays a part in improving the services of the government albeit lack of equipment.

Why make such a big deal over the firing of Dr. Nilo. He was not terminated from the service. He was transferred. If that is the same as firing the man then so be it. Point of the matter is, ultimately it is the President's decision.

"Having been at one time an OIC of PAGASA I know Boy Nilo quite well. He is very dedicated. Example: Sometime in June or July 2003 we were in Baguio attending a workshop with the media. There was a typhoon coming. After the end of the activities of that day at around 11 PM Dr. Nilo asked me to leave to Manila so that he can be in the Forecasting Office to supervise the activities there. Some other government officials would have chosen to stay in the comfort of their beds rather than ran to Manila to be on top of the situation.

What happend to Dr. Nilo I compare to a boxing bout. You have one of the hands of your man tied (inadequate equipment and facilities), ask him to fight and when he loses you get angry, castigate him in public and fire him.

They say that they fired him because of administrative incompetence. However, somebody informed me that the latest performance rating of Dr. Nilo was "OUTSTANDING". Who rates the heads of agencies at DOST? Their supervisors at the central office. A very abrupt change from outstanding to incompetence.

In the interview of Sec Montejo by Mr. Anthony Taverna and Mr. de Leon Lima Sec Montenjo mentioned that there will be drastic changes at PAGASA in one month and dramatic changes in 6 months. He mentioned that one of these changes will be the automation of weather data gathering and transmittal to the central office. The automatic data gathering and transmittal is done with the use of instruments called Automated Weather Stations (AWS). Well, there are already 15 AWS installed and operational at PAGASA field stations and some more are being acquired, which means that this something new and dramatic that will happen in one month is already happening even before the start of the new administration.

I feel that Dr. Nilo was not given his day in "court". He was given his marching orders without any investigation. That is the prerogative of the Secretary, and the President, of course but "good governance" which the new administration says it wants to put in place start with small actions like getting the people you sack at least explain their side.

I asked Dr. Nilo why he did not rebut the President during the meeting at the NDCC about Basyang. His answer was: Ayaw kong mapahiya si Presidente."

Does it mean they are looking for a "YES MAN"? It's the PAGASA insiders who know best how to run the agency. Not because the subordinate reasons out to the boss doesn't mean they cannot work better.

Is CESO already a requirement before? He's been PAG-ASA's chief for years and yet ngayon lang naging issue itong CESO na ito.

The report said that Nilo was "sacked". Does that mean they retired Nilo which means he will have the usual benefits or they terminate him which means no benefits?
