Ex-PAGASA chief says he's a victim of politics

MANILA, Philippines - Former PAGASA administrator Prisco Nilo on Monday said he has accepted his removal from his post but noted that he may have been a victim of politics.

Nilo received his walking papers on August 5. The document said he lacked 16 hours of training for Career Executive Service Officer (CESO) eligibility.

"They said the official reason for my removal was my lack of CESO training. I lacked 16 hours of training, about 2 days, to complete the training requirement," he told ANC's "The Rundown."

He added, however, that after serving the weather bureau for 27 years, he believes he may have been a victim of politics.

"Sa tingin ko may naninira sa akin. Mali ang information na fini-feed. Napakasimple naman ng ambisyon ko sa buhay. Sa tingin ko, sa PAGASA ako magiging epektibo e so hangang doon lang. Walang political na plans, ganon lang," he said.

On Monday, Department of Science and Technology Secretary Mario Montejo said Nilo performed below par as PAGASA head.

President Benigno "Noynoy" Aquino III, meanwhile, said there were "irreconcilable differences" between Montejo and Nilo.
   
"There are fundamental differences between their approaches to the task at hand, and I support my Secretary's position on the matter, that there are irreconcilable differences. So if they are not of one, therefore, the services of PAGASA cannot be improved. Therefore, the secretary has been given the authority to look for that individual who they can work with better," he said.

DOST Undersecretary Graciano Yumul, who was designated Officer-in-Charge of PAGASA, said Nilo has been transferred to the special study division of the DOST.

No mistake in forecast

Nilo denied that PAGASA failed to accurately forecast that Typhoon Basyang (international name Conson) would hit Metro Manila last July 13.  He, however, said there is a need to fast-track forecasting to allow PAGASA to issue more frequent typhoon bulletins.

"Wala talagang pagkakamali.  We just have to keep on updating.  We're able to do that but on a 6-hour basis.  If you can do it every 3 hours it would mean more information for the people," he said.

He said he has already laid the groundwork to improve PAGASA's weather forecasting capability with the scheduled installation of Doppler radars in 6 months.

"The radars will be set up in 6 months.  Yung ginawa namin parating na rin.  Konti nalang and gagawin nila, except the communication system to enable it to update the system every three hours," he said.

Lean staff prone to fatigue

Nilo also admitted that many of PAGASA's meteorologists have left for better opportunities abroad. He warned that PAGASA's senior weather forecasters will have a difficult time monitoring upcoming typhoons because of the lack of experienced meteorologists in the agency.

"Right now there are 16 but only 3 are experienced and we work 24 hours a day, 7 days a week. Practically whole year round (we're) working 24 hours. So if there's a typhoon that would last, its duration in the Philippine Area of Responsibility is five days.  There's going to be fatigue in those three senior forecasters," he said.
   
Nilo said working abroad will be his last option after a long career in PAGASA. For now, he said he will comply with the assignment to work with the special concerns unit of the DOST.

Politics man o hindi tama nat nagpasasa ka na sa kakalaro mo ng darts sa opisina mo. Yung tatamaan eh yun na! mali naman. Pagpatuloy mo na lang maglaro ng darts at baka mag champion ka pa.

Aquino govt engage in fault-fingerpointing

From the very start,the aquino govt is engage in fault-pinpointing. In other words, hanapan lahat ng pwede sisihin. Kahit ano gawin ng presidente ngayon ok sa media at mga tao. Taasan man ang pamasahe, lagyan ng tax ang toll fees, magtaas man ang gasolina, kuryente.. OK lang lahat yan sa media at mga tao. Halos walang tututol. Imagine mo kung si arroyo ang nagtanggal Nilo, for sure mabilis pa sa alas cuatro ang batikos ng media at mga tao at sasabihing DI TAMA YUN. Pero with noynoy, evrything is OK. Magtaas man ng tax eh OK lahat. Di tulad dati na dagdagan lang ng singkong tax sa txt eh sobra batikos na.. hehe

May trend ngayon. Kung ikaw ang bagong naitalaga sa pwesto ni aquino, dapat may ilabas ka sa media na nakita mong mali.

Nilo is a victim of POLITICS for sure.


Poor weather forecasting

Forecasting the weather disturbance in the Phil. is still in its primitive stage. I am a Fil-Am who lives here in South Florida, known as the hurricane State and people here have easily adopted to the weather disturbances esp. forthcoming.

Bakit hindi magprovide ang govt. sa PAGASA ng 1 or 2 planes to go directly to the site ng namumuong sama ng panahon para maireport kung kailan at gaano kalakas ang darating na bagyo.

Here in South Florida, may mga 3 -5 planes ang lumilipad as far as the African continent (kung saan nagsisimula ang masamang panahon papunta sa U.S.) at itinatransmit nila ang report sa National Hurricane Center sa Miami. In turn, the Center disseminate the reports to TV stations kaya alam namin dito kung kailan at gaano kalakas ang darating na bagyo or hurricane.

3 days bago dumating ang hurricane, nagiipon na kami ng pagkain at tubig. To be certain and to achieve 90-95% accuracy in weather reporting, besides the doppler radars, provide planes para masiguro ang weather reporting.

Hindi lang ngayon pumalpak si Nilo, noon din....noong nalunod ang barko sa may Negros area at maraming namatay na hanggang ngayun hindi na nakuha ang mga bangkay ng mga pasahero. Pumalpak sila noon kaya naglawig ang barko dahil sabi hindi tatama sa visayas pero doon pala ang direksyun ng bagyo kaya nagsisihan ang COAST GUARD at PAGASA noon pero isinisi sa shipping company ang lahat kahit sa totoo lang ang PAGASA ang nagkamali sa disesyon na safe ang barko.....PALPAK TALAGA ANG TAONG ITO.

Pagasa was cleared of that case by the senate. Ang captain may kasalanan kasi hindi nya sinunod ang weather advisory. Don't judge the person by his look or some statistical errors. Forecasting is a prediction which means it cannot always be 100% accurate. kung nagaral ka ng statistics, maiintindihan mo ito.


THATS IT!!!!

See????!!! this is a good example of additional education that DEP ED is proposing. Dr. Nilo is a doktor from a reputable university but he works like an idiot one. So how come additional year in school will help our student perform well????? So better think a million times of adding 2 years in school my dear DEP ED.!!! Sa ibang bansa they make their schooling as shorter as possible time to make their people more useful.

Naniniwala pa ba ako sa PAGASA?

mula noong magkaroon ng internet access sa mga satellite imagery at maging pagtataya ng panahon ng ibang bansa na accessible naman sa internet, HINDI NA AKO GAANO NAKIKINIG SA PAGASA.
Hinihintay ko na lang ang typhoon signal or any statement mainly to anticipate holidays.

I believe, the PAGASA is there to collate pertinent information that is more accessible to the people. Sa tingin ko, their opinion and forecast is as good as the forecast of any level headed weather newscaster if properly trained and well-provided with updated informations.

halimbawa, bakit aantayin pa after 6 hours ang bulletin ng PAGASA? Nakakarindi na ang laging tanong na "NASAAN NA ANG BAGYO?" Pwede naman kasi na makita in real time. Kung lumihis ng direksyon ang bagyo, dapat in 30 minutes time, maabisohan na ang lahat.

Forecast is prediction. If the typhoon is there, that is not prediction. Parang sa gyera, andyan na kalaban without forewarning, kung hindi handa ang mga sundalo, tatakbo na lang. pero kung handa sila, kahit walang forewarning, kaya nilang lumaban.
Sabi pa nga, madali magforecast kung hindi ikaw ang gagawa at sabihin na tama ang forecast mo pagkatapos ng bagyo. Ang dapat kasi gawin ng gobyerno at lahat ng tao ay palaging handa. Alam naman natin na maraming bagyo dumadaan sa pinas, so dapat lahat ng tao ay handa. Gobyerno din. Hindi yung sinisisi pagasa o ibang tao puera sa kanila.

dr.nilo its okey -Move On kahit ilang tao pa ipapalit sa inyo magka kaka mali din po ang mga yon.naniniwal ako na politiko po ang pag kakaalis sa inyo,kailangan kasing mag pa gwapo ng presidente at alam nyang kung kayo ang mata tanggal e di naman kayo papalag.pabayaan nyong lang sila sigurado ako pag dumating na ang mga susunod na bagyo at marami ang mapinsala kay presidente aquino ang SISI.
wala naman pinagbago ang bagong AQUINO Goverment nayan kagaya lang yan ng mga nauna administration sa una mag papaganda sa huli babawiin yung ginatos mag babayd ng mga utang na loob.pare pareho lang na may baho,isipin nyo nalang na pag may bagong bagyong dumating kay AQUINO ANG SISI!
