Promise 62: Implement the Defense Reform Program

Under my watch, I will ensure that all security forces will be insulated from partisan politics. I will implement the Defense Reform Program started by former DND Secretary Nonong Cruz which aimed to build a professional AFP.
A professional AFP along with a professional PNP committed solely to defend the constitution and uphold the law is the key to the dismantling of private armies and implementing the gun control. All forms of excuses for self-protection can be abandoned only when citizens trust state security forces.
November 14, 2011: The Philippine Army and Philippine Marine Corps received 23 High Mobility Multipurpose Wheeled Vehicles (HMMWVs) which can be used as ambulances. The ambulances were procured as part of the Philippine Defense Reform Program. (Continue reading)
May 25, 2011: In May 2011, Aquino signed Memorandum Order No. 17 – “Directing the full implementation of a Defense Reform Program, institutionalizing the proper stewardship of public funds by the Department of National Defense (DND) and the Armed Forces of the Philippines (AFP), and providing for the expeditious and effective investigation and prosecution of offending DND and AFP personnel.” (Continue Reading)
September 16, 2010: Department of National Defense (DND) officials, headed by a veteran military general, found themselves unprepared and “defense-less” in defending their agency’s budget in a hearing in the House of Representatives. National Defense Secretary Voltaire Gazmin cited increases in the combat pay, improvement of morale, subsistence allowance, institutionalization of the Philippine Defense Reform Program, and providing for a fixed term for the Armed Forces’ Chief of Staff. In the State of the Nation Address of President Aquino, he urged Congress to review the Commonweallth-era National Defense Act, to make it more relevant to the current times.
