·          Enacted RA 09470 strengthening the system of management and administration of archival records, establishing for the purpose the national archives of the Philippines and for other purposes

·          Enacted RA 09268, which regulates the practice of veterinary medicine in the Philippines for the purpose of RA 382 and other purposes

·          Enacted RA 08806 creating the city of Sorsogon by merging Bacon and Sorsogon municipalities in the province of Sorsogon

·          Enacted RA 08966 which transfers the high school located within the campus of Magallanes School of Fisheries to Barangay Centro, Municipality of Magallanes, Sorsogon—changing its name to Magallanes National High School

·          Enacted RA 08980 which promulgates a Comprehensive Policy and a National System for Early Childhood Care and Decelopment (ECCD)

·          Enacted RA 09155 instituting a framework of governance for basic education, establishing authority and accountability, renaming the Department of Education, Culture and Sports as The Department of Education

·          Launched Commission on Higher Education Special Study Grant Program for Congressional District with 172 grantees
