BCDA exceeds 2013 collection target

MANILA, Philippines - The Bases Conversion Development Authority (BCDA) collected P6.022 billion in 2013, exceeding its target of P5.847 billion by P175 million.

This was also an P850 million increase from the previous year, as the BCDA resolved problematic accounts, collected more efficiently and successful disposition of properties.

"We are very pleased with the results of our collection efforts that has translated to the BCDA’s increased cash inflows which will augur well not only for the BCDA but for the government as well,” BCDA President and CEO Arnel Paciano D. Casanova.

For instance, BCDA collected from Megaworld the P873 million minimum annual secured revenue share for the year, arising from the JUSMAG disposition in 2010.

Other unprogrammed collections include the successful negotiations of lease payments from the Manila International Airport Authority (MIAA), since the BCDA owns the land where the NAIA Terminal 3 is located; and the payments made by the DPWH for the right-of way of the North Luzon Expressway and the NAIA Expressway Road.

Meanwhile, the BCDA said it is submitting a comprehensive blueprint for the marketing development of the country's first planned, smart city "Clark Green City" to President Aquino for approval.

Casanova said the NEDA Infracom, chaired by Socioeconomic Planning Secretary and
NEDA Director-General Arsenio Balisacan has already endorsed the Clark Green City Master Development Plan to President Benigno S. Aquino III for final approval.

"Once we get the green light from President Aquino, we can now implement both the Strategic Marketing Plan and the Master Development Plan for the Clark Green City," he said.

Clark Green City involves the development of some 36,000 hectares of land or approximately half the size of Metro Manila.

At the heart of the 36,000-hectare property is a 9,450-hectare metropolis. BCDA will start by developing 1,321 hectares for the first phase.
