Mikey to Palace: Don’t rush open skies policy
…says administration should acquire best aviation standards first
MANILA, Philippines - Malacanang may be jumping the gun too soon when it comes to its open skies policy, the son of former President Gloria Macapagal Arroyo said.
In a press release, Ang Galing Pinoy Rep. Juan Miguel “Mikey” Arroyo warned of the adverse repercussions of the soon to be released executive order.
“First issue we have to address is: do we really need an open skies policy? Or are foreign airlines really asking for such policy?” Arroyo stressed.
He said the negative image of the country is the real reason behind the lackluster performance of the local tourism industry, most especially in the area of peace and order and security, he added.
He noted that during his mother’s term, Clark was declared open but the number of tourists was still insignificant.
He said the increase in the number of passengers have been attributed largely to overseas Filipino workers from Central and Northern Luzon who have used the Diosdado Macapagal International Airport as take-off and landing points to and from their country of destinations, Arroyo noted.
Category 1 status
Malacanang should instead strive to acquire a Category 1 status in terms of international aviation safety standards.
The United States Federal Aviation Administration downgraded the local aviation industry to category 2 in January 2008, which means that the country does not provide enough safety oversight to its air carrier operators.
Once it reaches that level, the government should ensure “the terms and rules should be clear so that we would not end up in the losing end.”
“If we are to allow foreign airlines to have direct access to our airports, then they should also allow our airlines to have direct access to their airports too,” Arroyo said.
There should be a reciprocity clause in the open skies policy, he added.
“The open skies policy should not be a one-way traffic. Otherwise, instead of creating new jobs as this administration claims this executive order would generate, it would kill the local airline industry which would result to massive lay-offs,” said Arroyo.

He does make sense
As much as I would like to admit it, he does make sense in pointing out the Category 2 Status of the Philippines. We would be at the losing of end the policy if we dont improve our airports first and acquire a category 1 status. Because of the downgrade, Philippine carriers will not be able to enter or expand their current destinations in the US and other countries may follow suit and not allow our carriers to enter their airspace.

He does make sense!
This is should not one-sided. We do not need Open Skies Policy at the moment. What the gov't should do is maintain peace and order, promote tourism sensibly and upgrade our local carriers.

mickey ought to cross the floor and offer help and support to P. Noy. there must be more to mickey's brain than criticism and more criticism and should think for once.
if the open skies policy will come to fruition, it will benefit more of the security guards that mickey represented, as more will be deployed at airports and at businesses around airports.
it can mean more money for them and better lives for their families. but mickey doesn't want that, right? maybe mickey is happier if the security guards are constantly under his thumb and barely able to make ends meet.

mikey should know. his mother was mostly responsible for the negative image of our country. it was during his mother's watch in 2008 that the U.S. Federal Administration downgraded our safety rating.
I think the open skies commentator below is right. our president is opening us up to globalisation. he and his team are ardently studying of how best to do it, and pessismistic mikey can only watch us soar.
concentrate on your job, mikey. the security guards you represented will be more than happy if the president's open sky policy become a reality. it would mean more jobs for them, and maybe better pay and working conditions as well.
Self Interest
Mickey is an example of a congressman that only cares about his self interest and does not think of what the country needs. Open skies promotes competition and therefore will lower air fares. The more we should push for open skies since our own carriers can't meet the standard of the international aviation safety. Just ask this airlines to hire more Filipino crew.
