Corona trial may impact economic reforms

Aquino can count on at least 14 votes vs Corona

MANILA, Philippines - The Philippine Senate began the impeachment of the country's top judge on Monday in a case that could last months and distract President Benigno Aquino from a promised focus on lifting the economy and rooting out corruption.

Supreme Court Chief Justice Renato Corona has vowed to fight to clear his name in a trial which has its roots in the bitter rivalry between Aquino and his predecessor, Gloria Macapagal Arroyo, who is under hospital arrest awaiting trial herself on charges of election fraud and corruption.

Corona, appointed by Arroyo, is charged with betraying public trust and violating the constitution. He is accused of bias in favor of Arroyo as she faced charges late last year and, among other things, of failing to disclose his assets and liabilities.

Ahead of the country's first impeachment trial of a Supreme Court judge, Corona struck a defiant tone.

"If you want me removed, kill me," he told the ABS-CBN television station.

Corona attended the first day of trial at a packed session hall of the upper house of Congress, where senator-judges denied a defense motion to stop the trial.

Lawyers for Corona, who sat at the gallery with his wife, pleaded not guilty to all charges, arguing he has not violated the law or the constitution.

Outside the Senate building, groups for and against Corona held noisy protest rallies. "Jail Gloria, Convict Corona!" read one banner.

Aquino said he believed the evidence against Corona was strong.

"My expectation is that the Senate will examine the charges and decide based on the evidence to be presented, and I believe the evidence is strong," Aquino told reporters at the opening of a handbag factory in his northern home province of Tarlac.

Chance for guilty verdict

Sixteen votes from the 24-member Senate are needed to remove Corona from office, a decision that would permanently bar him from public office.

Aquino can already count on 14 votes against Corona.

Analysts say that a guilty verdict would be a boon for the president, whose popularity remains high more than a year since he took office, but who has struggled to draw in foreign investment and carry out major reforms.

"I doubt Aquino's reputation will be impacted much if Corona's impeachment trial does not end in a conviction," said Scott Harrison, managing director of security consultancy Pacific Strategies and Assessments.

"(But) if Corona is convicted, it will send a powerful message that Aquino is intent on weeding out corruption in government and that should resonate well with the public."

Distraction

The downside for Aquino's government is that the trial could last as long as six months, focusing attention on the country's dysfunctional politics instead of plans for investment and growth.

The government plans to spend about P142 billion ($3.23 billion) this year, mostly on infrastructure projects, to lift growth after weak spending dampened overall economic output last year.

While Manila has slowly reduced its overall debt load via innovative schemes, it has yet to gain major victories in its pursuit of big tax evaders and in improving tax collection.

The government has lowered its debt load to around 52 percent of GDP in 2010, from more than 70 percent in 2004, earning an upgrade from Fitch Ratings to one notch below investment grade.

Moody's last year raised its rating to align with Standard & Poor's at two rungs below.

In December, S&P revised its rating outlook for the Philippines to positive from stable.

Yes it will impact economic reforms in the view of investors and

foreign government... That is if we don't allow corruption they will come and invest in the Philippines. The Philippines is a rich country in terms of natural resource, Most of Filipinos knows english, we are into changes like technological changes and Pinoys are capable. We are flexible and adaptable people. We are better than other emerging countries the only thing hindering this big investor coming probably here because they believe they can be bought and they can be sold alive if they come to the Philippines. Why? ask your government and your military, and the goons out their lurking to take advantage.

It is true, pnoy have invested too much political capital to dethrone the chief justice. he employed all means possible to unseat what he considered an obstruction to his "daang matuwid." however, in the process we saw the extent and gravity of things that this admin is willing undertake to make pnoy's perceived enemies suffer from his wrath.

as the days count, the lies and hypocrisy of this admin is getting obvious.

first, the prosecution team hired 59 private counsels to assist corona's impeachment. this i think is an overkill reaction from an admin hungry to nail its enemy's coffin. yesterday we saw an ill-prepared prosecution panel. the prosecution failed to show certified true copies of titles and properties insofar as CJ's SALN is concerned. they also failed to show people that will testify on the signatures and certify relevant documents, yet the prosecution has the nerve to expose allege "evidence" with questionable validity.

second the supposed WB memorandum. according to palace spin doctors, the $21M fund was used during the term of corona. but this statement back-fired to the palace. futher, it was revealed that this loan was granted on 1998 and this fund was spent during the term of Panganiban, Puno, Davide and now, Corona. the big bulk of this fund was spent during Davide's time while less than one percent was spent by corona and yet the palace is doing all the spin in regard to this issue.

third, despite all this futile effort to discredit corona in the face of the public, the work of the palace spin doctors are working against them since their lies are getting too obvious by the day. inspite of that, the intense and vicious propaganda mounted by administration was not put into a halt. lies and disinformation continues and it's all go for the palace prostitutes.

Lastly, the survey firms, yellow media and pnoy's prostituted allies will do everything possible fair and foul to unseat the chief justice. pnoy and his foul-mouthed allies will do all the talking peddling lies to the public. they are taking advantage the hoi polloi who are mostly bereft of knowledge and critical thinking which is essential to filter and scrutinize information being fed by bias media.

For the CJ to make a comment

For the CJ to make a comment like "kill me" is appalling and disturbing. It just shows his inner personality that behind that person is an extremist pointing to an action of carrying out a crime against him if only to vacate his position (although maybe a figure of speech but still bizarre). Is this the Summa Cum Laude of Sto. Tomas that they piously revered, justified and honored? I expected a brilliant answer and not like a “palengkero or tambay” whose logic is of street type. And another thing he grossly forgets and just shows why SC has been making so many errors in its decisions, is that he is in impeachment trial. If he is found guilty then he would certainly be banished from SC and perhaps even go to jail. So there is no need for anyone to kill him to remove him from office but Senate will do so if he is indeed found guilty. The more we hear from this guy, the more we can see his true identity. It is no surprise then that he accepted the midnight appointment. No delicadeza, no honor and now found to be very cheap. WB now also questioning anomalies made by him and his Spokesperson Marquez.

It’s just a matter of time. This guy will go down. It is just fitting to see all these corrupt people in high places be removed and punished. Perhaps Philippines will make it into book of world records for seeing the SC CJ being taken with a mugshot. It is really funny in the Philippines!

What we need is Real Industry not another Cottage Industry

This government needs to create a real Industry that manufactures Machineries, a Bag factory! what kind of industry is this that a President has to spend his time going their! That's why until now our Country is Poor dahil we don't create companies that will make our country proud! hindi another Cottage Industry!!! Naka-ka-inis isipin na kailang pang ibalita at pumunta ang Pangulo para lang sa isang Bag Company. Ay naku!!!

Noynoy's has reached just about the same.
Money has flowed to hire people to go online

It's part of the economic reform, Manuel Mogato-Reuters

Manuel, your article does not see the big picture. In order for the government to move forward with its economic reforms and programs, the first step is to remove and rehabilitate corrupt officials. The economy will never improve until there are changes from the top.

Get it?
