Toll operators urged to submit expansion plans

MANILA – The Toll Regulatory Board (TRB) is urging San Miguel Corp. (SMC) and Metro Pacific Investments Corp. (MPIC) to speed up plans to expand the country’s major toll roads.

TRB executive director Atty. Edmundo Reyes said that by now, the MPIC’s Manila North Tollways Corp. (MNTC) and SMC’s South Luzon Tollways Corp. should have submitted expansion plans for the North Luzon Expressway (NLEX) and South Luzon Expressway (SLEX).

Reyes said the TRB expects the level of service of the operators “to hit its maximum by 2018.”

MNTC operates the 88-kilometer NLEX, while South Luzon Tollways Corp. operates the 60-kilometer SLEX.

Reyes said MPIC’s Cavitex Infrastructure Corp. should also be ready with its expansion plans for the Manila-Cavite Expressway (Cavitex).

“They should have plans and should get the approval of TRB now so they can start construction before 2018 when the traffic is already heavy. We don’t want a late expansion,” Reyes said, noting that the approval process will take time.

Reyes ordered toll road operators to prepare for expansions as early as March 2013 to prevent heavy congestion.

Traffic volume in the three major toll roads is expected to increase by an average of 2 percent per year over the next five years.
