Villar: I cannot make a promise of no new taxes

MANILA, Philippines - Unlike his closest rival in the presidential race, Senator Manuel "Manny" Villar said he could not promise to refrain from imposing new taxes once elected.

In a speech before the Makati Business Club (MBC), Villar said it would be "irresponsible" for him to limit his options in putting the country's fiscal house in order.

"I cannot make a promise of no new taxes because the new administration will inherit empty coffers," he said.

Instead, Villar vowed to push to raise government revenues and spend these wisely. But he admitted this would not be easy.

"Raising revenues is not simple. I am in a position to say this. I am spending my own money (in the campaign)."

Villar's arch rival for the presidency, Senator Benigno "Noynoy" Aquino Jr. III, had a different tone in his talk with the MBC three weeks ago.

Aquino, who enjoys the support of members of the MBC, said he was opposed to the idea of imposing new taxes or increasing tax rates.

He stressed that lowering tax rates was part of his vision to transform the country.

The Philippines booked a budget deficit of P293.2 billion in 2009, an all-time high. The budget gap is expected to reach over P300 billion in 2010.

Poor tax collections have been largely blamed for the shortfall.

Curb corruption

While Villar took the opposite stance from Aquino in terms of taxes, he echoed his rival's pledge to address the very cuplrits behind low government revenues.

"I am beholden to no one and I will be in a strong position to reduce tax evasion and smuggling," Villar said.

"From day one, I will make clear that there will be zero tolerance of graft and corruption. Sadly, there is no country in the world that has been able to eliminate it completely. I will work hard to reduce it significantly," he added.

Like Aquino, Villar also wants to pursue the rationalization of fiscal incentives because he said "all investors want clear rules, simple tax rules." He also wants to restructure the excise tax on sin products to shore up collections.

Villar said he would aim to bring back the country's tax-to-gross domestic product (GDP) ratio to its level during the time of former president Fidel Ramos.

Based on a research by anti-debt advocacy group Freedom from Debt Coalition, the Philippines' tax effort stood at over 13% as of the third quarter of 2009, much less than the 16.22% during the administration of Ramos. The present government was eyeing to achieve a tax-to-GDP ratio of 17% this year.

Inefficient tax administration, widespread tax evasion and corruption have contributed to the country's dwindling tax effort. Worsening the problem were the economic crisis, passage of several revenue-eroding laws, and the devastation of back-to-back typhoons.

Big deficit, more borrowings

The government hoped to wipe out its budget deficit by 2010, but pushed this goal back to 2013 because of much-needed spending to cushion the impact of the global economic downturn on the economy.

To fund the deficit, with revenue collections remaining lackluster, the government had no choice but to resort to heavy borrowings.

At end-October 2009, the country's total foreign and local debts inched up to P4.42 trillion.

Stop insulting us!

First of all --- collect taxes first. BIR can't even collect properly and you are already contemplating possibilities of raising taxes. What good will it do --- how can the poor pay taxes when they don't even have food on their table, much less jobs that will enable them to pay taxes? You are either missing the point or just "stupefying" the Filipinos. YOUR 'HUMBLE BEGINNINGS" is NOTHING. What is important is WHAT YOU ARE NOW and the C5 allegations against you, which - for the life of us - you can not repudiate properly - tell us what you are all about and what you stand for. Heaven forbid you become president because the Filipinos have been insulted enough and robbed too much - for so long. Sa mga boboto, huwag kayong magpasilaw sa pera at tulong na ibinibigay sa inyo ngayon. Pag tapos na ang election, hindi na kayo papansinin at babawian pa kayo ng husto. Gumising naman kayo at MAG ISIP!

Oo sige, Voto tayong lahat kay Mannuel, kasi if we are all wrong, then we have no one else to blame. If we are all korek then maligaya tayong lahat and surging with pride gyud =). United na tayong lahat ng Pinoy at pinay no matter what............Just remember that when you go to the ballot box, check Noynoy, okay? Just for the hell of it! We are still united even if we all do that....lol.

You can never be so sure during these trial time no? However, it's good to feel needed sa goberno during election time. It would be nice if they treat you like crap during election and pay attention to us all during the span of their term. Will see if they remember once elected.

why does Villar keep saying he comes from humble beginnings... sinong niloloko ninya? his father was a Division Chief, Budget, DA; he studied in a parochial school; he got adopted by a filthy rich family; he married Cynthia; he made his millions into billions when he joined government (WHAT HUMBLE BEGINNINGS? )


I hate the TRUTH

Everyone hates it, paying new or old taxes. But the least Villar is honest to tell us the truth of the country's state of tax collection.

We could only hope with Villar's new administration that our taxes will be put to good use and finally feel it's impact.

this is just a forum to state your opinion about the news article. there is no need for name calling. Words like tanga and etc will not help anyone.

sabihin ang gusto sabihin and just hope na it will sway other people to your thoughts and feelings. politics will always be a polarizing subject kaya wag masyado emotional. let the candidate who captures the filipino's hearts and minds win. be it Villar, Aquino or the the other candidates.

Villar was right in saying that he can't promise any new taxes and is just being practical. Aquino, on the other hand, will be limiting his options and will have a negative effect on his programs. Any new taxes to be imposed will be carefully studied such that it will not put too much burden on the common tao.

That is my opinion and i don't care if anyone disagrees with me.

grabe naman yan..hirap na nga taong bayan sa mga bayaran mag dadagdag pa ng tax, yung sweldo natin ang laki ng tax, pag bibili ka ng pagkain may tax, pag bibili ka ng kagamitan may tax, pati pag brahe meron din..sa laki ng tax na nakukuha ng government ang laki na nun..pano mo ma sasabi na san kukuha ng pondo? kaya nasasabi na walang pondo kasi napupunta sa bulsa ng opisyal ehh..sana maging mapanuri lahat ng botante...sana mag isip isip kayo voters..kung ano ung alam nyong tama..d dahil maka villar ka, maka noynoy ka, maka erap o maka gibo ka man......yung mga bali balita na yan..maniwala ka man o hindi..pag dating naman ng botohan..ikaw pa rin ang masusunod..kaya voters...sana isipin rin natin ang kapakanan ng mga susunod pa satin...ung mga magiging anak natin or apo...ngayon pa lang makikita na natin at makikilala na natin ang mga ya..
