Palace says brownouts should follow schedule
MANILA, Philippines - Malacañang has sought assurance from power distributors that the looming brownouts in Luzon will follow a schedule.
Deputy spokesman Gary Olivar said the brownouts that are expected to start early next week should be "predictable" so businesses and households could prepare.
"We got assurance from the power sector on this. We should protect essential industries and areas with major population concentration," Olivar said.
Olivar meanwhile downplayed the effect of the series of power outages on the country's growth, saying it is not a major threat to the economy.
"Right now, I don't get any sense we are looking at a major threat to our growth progress because this is driven by El Nino (dry spell)," he noted.
Earlier, power distributor Manila Electric Co. (Meralco) warned of 3-hour long rotating power interruptions in Luzon as major power plants undergo maintenance, resulting in critically low supply.
The National Grid Corp. of the Philippines said that the Luzon grid would be placed on "red alert" from February 16 to March 11 due to a projected supply shortfall of at least 500 megawatts.
In Mindanao, the dry spell has forced hydroelectric plants to reduce power generation by at least 50% due to low water levels.
Businessmen worried
The Employers Confederation of the Philippines (ECOP) has raised fears over the negative impact of the brownouts on their operations.
ECOP president Edgardo Lacson said most small and medium-scale enterprises, which comprise 95% of total businesses nationwide, do not have generator sets.
Lacson noted the government should have advised them earlier to prepare for the looming power shortage.
The Private Hospitals Association of the Philippines also said that their members in the provinces do not own generators.
The group is concerned that lives may be jeopardized if brownouts affect hospitals.
Meantime, the Philippine Independent Power Producers Association has appealed to consumers to conserve electricity. - Report from ANC

Binili ba ng San Miguel ang Limay Power Plant na iniisip ang immediate power requirement ng Luzon grid? Balak nga nila i-convert ang planta to CNG, o kaya steam/power provider for the adjacent refinery plant na Petron.
Sa tingin ba nila basta na lang pwede hugutin ang mga personnel ng ALSTOM?
Sa bargain price na 13+M US$, pinaghandaan ba talaga ang pagbili at pag-operate ng planta to provide power to the luzon grid? Ni hindi pa nga yata sila registered sa spot market.
Bottomline: Tatakbo ba ang isang pribadong planta na palugi?
Mahal nga naman talaga magpatakbo ng bunker fuel and diesel-operated na power plant. But the value of Limay plant is not based on per Megawatthour power delivery, it's the prompt POWER AVAILABILITY.
Kailangan ngang may aayusin sa sistema.
Kung pagbenta nga naman ang mandate ng PSALM, so be it. Step backward to find solution to this problem.

Ang Limay or Bataan CCTPP ay binili ng San Miguel Energy Corp (SMEC). Hindi naman bibilin yun kung d rin lang iooperate. Nung tina-take over nila yung planta e hindi nila maoperate kasi ayaw i-release ng Alstom yung mga plant operator. Hindi naman totaly mawawalan ng trabaho lahat ng tao dun. Yung mga technical e for sure may kakalagyan tulad n lang plant operations. Yung transfer of technical details, manning and other informations e naka-hold sa dating operator. Business stratefy na hindi na-forcast ng PSALM kasi lamang yung sa isip nila yung pag benta lang. Ngayon medyo naramdaman nila e kaya nag mi-midle man sila para mapatakbo. Tatanga tanga kasi yung gumawa ng implementing guidelines ng trasfer of documents. Ni hindi alam yung scope o tunay na equipment listing ang kung kanino yung mga protection relays, o paano itra-trasfer yung funtional details ng metering (statistical or billing etc). Ngayon nagkukumahog lahat ng involve na grupo tulad ng SMEC, NPC at NGCP para mapunuuan ang ka-bobohan ng PSALM. Laki laki ng bonus nyo, umabot ng X 7 o kung sa regular na principal engineer e aabot ng Php 280,000 bawat isa e hindi nyo man lang naiayos yung mga trasaction na ganito. As to the brownout equated to the election, sa dami ng naka schedule for maintenance na planta, inagahan talaga para nga hindi mag coincide sa election period. iyong almost 500MW na kakulangan sa kuryente ay matatakpan sana kung hindi naibenta ang Limay Combined Cycle Power Plant sa San Miguel.
Nitong nakaraang buwan, hindi na tumakbo ang planta kaya naging manipis ang reserve ng Luzon Grid. Ang planta ay kayang magsupply ng kuryente ng hanggang 600MW gamit ang bunker fuel oil and diesel. Mabilis patakbuhin ang planta lalo na kung may problema ang ibang planta. During peak hours lang ito pinapatakbo.
Malay ko kung ano ang pulitika sa likod ng bentahan ng PSALM/NAPOCOR sa San Miguel basta ang alam ko lang marami ang mawawalan ng trabaho sa planta na ito na binenta para lang huwag patakbuhin.
