MANILA, Philippines - The Department of Public Works and Highways (DPWH) has already bid out 85% of its infrastructure projects for 2012 as of Feb. 15, Budget Secretary Florencio Abad said Thursday.

Abad said that of the 2,139 projects under the DPWH's P63.5-billion Infrastructure Program, 1,818 have been auctioned off.

Of the 1,818, meanwhile, 68% or 1,456 have been issued notices to proceed.

Abad said DPWH can now begin implementing and completing key infrastructure programs to help pump-prime the economy.

"Beyond ensuring the sustained upswing in our infrastructure initiatives, this will also guarantee the swifter delivery of crucial services to local communities across the country,” he said.
The budget chief noted that about 98% of the projects that have been bid out will cost no more than P50 million each.
Of the total number of projects identified by the DPWH for 2012, 1,188 are now ongoing, while 56 projects have already been completed as of Feb. 15.
Abad attributed the early achievements of the DPWH to the Aquino administration’s efforts to implement key procedural reforms designed to accelerate project implementation.
“Under the President’s directive, the DPWH bid out all its infrastructure projects short of award in December 2011. This move allowed the agency to kick-start its 2012 programs at a much earlier date, so that by January 2012, many projects were already ready for execution,” he said.
