US SEC probing claims Okada bribed Pagcor officials
SAN FRANCISCO, USA - US authorities are investigating allegations made by casino giant Wynn Resorts that its director Kazuo Okada violated anti-bribery laws by paying off Philippine regulators.
The US Securities and Exchange Commission (SEC) is looking into claims that Okada reportedly spent more than $100,000 to curry favor from officials of the Philippine Amusement and Gaming Corporation (Pagcor), in apparent violation of the US Foreign Corrupt Practices Act.
These allegations were made in a lawsuit filed against Okada before the District Court of Nevada.
The complaint is based on a 3-month internal investigation conducted by Louis Freeh, a former director of the Federal Bureau of Investigation.
In the report, other board members of Wynn Resorts said Okada told them that he should be allowed to give lavish gifts to Filipino regulators, because conducting business in the Philippines was all a matter of hiring the right people to pay off other people.
One board member was shocked by this statement, because early in the discussion, Okada explained that there were no longer corruption issues in the Philippines with the new administration.
Okada later on said that while he himself would not pay bribes, he would hire someone else to bribe the necessary person to get a project moving,
because that's the way business is done in the Philippines.
The report also explains at length that when Okada provided luxury accommodations to Pagcor Chairman Cristino Naguiat.
"Mr. Okada paid the expenses for a luxury stay at Wynn Macau by Chairman Naguiat, Chairman Naguiat's wife, their three children and nanny along with senior Pagcor officials, one of whom also brought his family," the report said.
"Mr. Okada and his staff intentionally attempted to disguise the particular visit by Chairman Naguiat by keeping his identity 'incognito' and attempting to get Wynn Resorts to pay for the excessive cost of the chief regulator's stay," it added.
Okada believes he did not violate any law.
On Wednesday, one of the lawyers of Wynn Resorts met with criminal prosecutors of the US Department of Justice.
It remains unclear for now if the US DOJ will also conduct its own probe.

It is not Okada (the former vice chairmn of Wynn) being investigated but rather it is Wynn Resorts under investigation by the US SEC after a complaint was filed last month by Okada against Wynn, accusing Wynn of preventing Okada access to documents relative to Wynns DONATION OF $135,000,000.00 to the University of Macau.
The $110,000.00 counter claim of Wynn against Okada, pale in comparison to the questionable manner how Wynn donated the $135M to the university as contended by Okada.

Pnoy's friends, walang problema
Pnoy gets elected on the basis of clearing out corruption of previous administration.
Why?, just so his friends can rush in to the pig trough and stick their noses in.
And so the wheels of corruption go round and round.
The next administration will do the same thing, old pigs out...new pigs in!
Meanwhile the reputation of Filipinos everywhere continues to suffer, with the whole world thinking we are a Nation of corrupt thieves.
