MANILA -- Bureau of Internal Revenue Commissioner Kim Henares is in favor of scrapping the collection of community tax certificates also known as cedula.
Henares said the national government shoulders the printing of the certificates but the collections go directly to local government units. But she clarified she made the statement in response to a proposal made by a blogger.
The community tax was first introduced to Filipinos by Spanish colonizers in the 19th century. It was used as an identification card which must be carried at all times. - ANC
