Only 2 bidders qualify for LTO-IT project
MANILA, Philippines – Only two companies have been qualified to bid for the P3.44 billion Land Transportation Office (LTO)-Information Technology (IT) system project, the Department of Transportation and Communications (DOTC) said on Friday.
The two companies that qualified for the two-stage bidding were identified as Indra Systems Inc., and Kaisa Consulting and Ceragon Network.
DOTC and LTO will review the proof of concept of the two firms before proceeding with the bidding proper.
The other bidders that were disqualified have already filed motions for reconsideration, Transportation Secretary Joseph Emilio Abaya said.
The other companies that expressed interest for the project include Stradcom Corp., IBM Philippines, Innove Communications Inc., HTC Corp., HP Company, Oberthur Technologies, Cyberlink Corp., Microgenesis Corp., Datarail Inc., Cisco Systems Inc., Computer Sciences Corp. of America, and Eurolink Inc.
Also interested were Fritz & Macziol Asia Inc., ESGS Inc., Eastern Business Global Solution, Total Information Management Corp., LRA Pacific Management Consulting Inc., New City Industrial Creative Co. Ltd, Indra Systems Inc., Netpoleon Phils. Inc., Jibe Technology Inc., GeniSystem Solutions Inc., Avesco Marketing, Multifold Links Inc., Rural Net Inc., Questronix Corp., EBI Solutions, Integrated Computer Solutions, Roll Base Co., Network Performance Inc., The Value System Phils. Inc., CEC International Co. Ltd., ASI Company, Omniprime Corp., Comfac Corp., and Cyber Research Corp.
The project involves installing a new IT system that aims to provide a viable and long-term solution to address issues hounding the current system.
The new system also aims to boost efficiency in recovering stolen vehicles, trace smuggled vehicles, prevent double registration and monitor unregistered vehicles.
The LTO-IT system project was originally pegged at P8.2 billion, but the DOTC decided to slash the cost to P3.44 billion after two failed biddings.
The project will be undertaken in two stages.
