NTC postpones accumulated phone load due to tech'l glitch

MANILA - While the implementation of the new rule extending phone load expiry will push through on July 19, the calculation of the new expiry date based on the sum of old and new phone credits will be pushed back, an official said Tuesday night.

"They (telecom companies) requested for extension because of some problems in their software," National Telecommunicaitons Commission commissioner Ruel Canobas told reporters during the launching of Cignal Digital TV at NBC Tent in Fort Bonifacio, Taguig City on Tuesday night.

NTC recently issued Memorandum Circular No. 03-07-2009, which compelled telecommunication companies to extend the validy periods of pre-paid phone credits and the calculation of validity period of accummulated loads is still being discussed. 

The NTC ruling dictates that when a pre-paid phone subscriber has an unused load of, say, P2, and a P10 new load is purchased, the new validity period will be based on P12, which is 15 days, not on just the P10, which is valid just for 3 days.

Canobas explained that the telecom firms encountered technical problems on calculating the new validity period for the accumulated prepaid credits.

"It seems that their software was not designed for accummulation," said Canobas.  ""We found their request reasonable."

Smart Communications president Napoleon Nazareno confirmed that there was a problem on the software side, and additional investments are needed to be made in computer storage capacity, and switching capacity.

However, Nazareno stressed that "The subscribers are consuming their pre-paid loads before expiration.  The life of the load is not statistically a factor," Nazareno said.

Canobas said they have already met with Chinese firm Huawei, a supplier of the telecom firms, and expects to discuss the software issues with Nokia, to resolve the technical glitch.

I agree with you Kabayan Hepolito. Telecom giant companies particularly GLOBE and SMART are just making alibis because of their greed for income depriving cell phone users of their supposed excellent quality of services to the Filipino people. Tama na po ang pag abuso nio sa sistema. Kumita na kayo ng bilyon bilyong piso sa mahabang panahon. Kung di pa pulitiko mataas na tao ang ninakawan nio ng phone load at nasilip sa Senado, di pa kayo gagawa ng aksyon na pabor s mga subscribers. Para sa NTC magtrabaho naman kayo PLEASE be pro active at hwag basta maniwala na lang sa sinasabi ng mga telecom giants. Kung kaya ng computer software nila ang bahain ng spam messages ang lahat ng subscribers para kumita ng mas malaki, kaya nila gawin ang automatic accumulation ng celfon load at daily balance automatic updates after end of call or SMS text ng lahat ng subscribers. Be transparent and stop the scam. Tigilan nio na ang mga palusot. No more alibis, no need to ask Nokia or Chinese firm. Do what is right and stop being GREEDY at the expense of helpless people. God is watching at baka matinding bad karma tumama sa inyo at sa mga mahal nio sa buhay.

Extending Phone Load is just an alibi by the provider. I am an ofw here in KSA. Since the cellphone was introduce here in the Kingdom, balance inquiry is free, immediately after calls or text send, a balance message is send to the user free, reload is always added to your current balance, every reload the period of expiry is accumulated from the first time you enter your load.

In my case i have already accumulated validity period until middle of 2010 ensuring that my service is continues even if i dont have a load for number of months as long as i dont exceed the accumulated months.

This an old program already used by many providers in other countries like KSA. Why in the Philippines which considers one of the brightest in programming encounter such problems. NAGIGING BUPOL BA TAYO PAG PERA NA ANG PINAG-UUSAPAN? NAGTATANONG LANG NAMAN.
