The Office of the Government Corporate counsel said in its July 20 response letter to NEDA that the joint venture between MWSS and San Miguel Corporation involving the Laiban project does not involve a direct government guarantee. NEDA, however, is still not convinced that there is no strings attached in this $1 billion project, especially when the government will eventually have to pay for the water supplied by the joint venture that will exceed demand.
