MANILA, Philippines - Which city is the most competitive in the Philippines? And no, it's not Makati, Cebu or Davao.

According to the National Competitiveness Council (NCC), Cagayan de Oro is the Philippines' most competitive city in 2012. San Francisco in Agusan del Sur is the most competitive municipality in 2012.

A city's competitiveness was measured using three indicators: economic dynamism, government efficiency and infrastructure.

After Cagayan de Oro, the top four "most competitive" cities were Iloilo City; San Fernando, Pampanga; Butuan City and Bacolod City.

In the list of top municipalities, the top five also includes Guagua, Pampanga; Carmona, Cavite, Daet and General Trias.

Guillermo Luz, NCC private sector chairman,said the rankings can be used by investors when picking their business location.

With the top city and municipality coming from Mindanao, Luz noted this is proof that government projects to tap Mindanao's potential is working.

"Sometimes we always look for the usual suspects but there are small places for certain types of business which are actually doing far better than we think," he said.

Cities such as Makati, Cebu and Davao were not included in the list due to lack of data that would measure their competitiveness.

Luz noted that if an LGU wants to show how competitive it is, it has to show the data to back it up.

For economic dynamism index, a city was measured for business registration figures; employment, and financial institutions. The top three cities are Quezon City; Koronadal; and Marikina City, while the top three municipalities are Calasiao, Pangasinan; San Nicolas, Ilocos Norte and Sta, Cruz, Laguna.

In government efficiency, a city is judged in terms of transparency and accountability, public finance, performance recognition, business responsiveness and basic government services.

For this category, the top three cities are Iloilo City; Bacolod City; and Cagayan de Oro, while the best municipalities are Kalinga; Pontevedra in Capiz and Nueva Valencia in Guimaras.

In infrastructure, data was gathered on a city's road network, basic utilities and registered vehicles. Naga topped the list, followed by San Fernando in Pampanga and Cagayan de Oro. For municipalities, the list was topped by Daet, Mexico and Virac.
