The Philippines' goal of balancing its budget in 2010 for the first time in over a decade has become "increasingly more difficult" to achieve, Finance Secretary Margarito Teves said on Wednesday.

The government earlier on Wednesday cut its growth forecasts for this year and the next and said it expects its budget deficit next year to reach as much as P102 billion against a previous estimate of P60 billion.
