"As the Latin saying goes, 'Res ipsa loquitur', let the thing speak for itself. In the spirit of transparency and public information, we are sharing with you the advance copy of the Report adopted on April 15 by the UN Human Rights Council on the UPR Session on the Philippines held on 11 April,” Quisumbing said.

President Arroyo on Friday committed at least 40 billion pesos for a government "masterplan" which seeks to prevent the emerging world food crisis from severely affecting the country. "Our program, for easy recall, will be called FIELDS," Mrs. Arroyo said as she outlined the fund allotments for agriculture based on the Department of Agriculture's (DA) list of recommendations. FIELDS stands for fertilizer, irrigation and infrastructure, extension and education, loans, dryers and post-harvest facilities, and seeds and other genetic materials.

While commending increases in the budget for social services, civil society organizations involved in budget monitoring scored the government once again for not passing the annual budget law on time.
The Alternative Budget Initiative (ABI), a group composed of 48 non-government organizations and people's organizations, said the delay meant that the additional P5 billion allocations for social services that the group proposed will not be released until later this year.
