MANILA -- Davao City officials found the public apology of comedian Ramon Bautista for his controversial "hipon" remark as "half-baked" and "not sincere."

In an interview on ANC on Tuesday, Davao City councilor Tomas Monteverde explained the council's decision to declare Bautista as persona non grata after they decided against accepting the comedian's apology.

"We have to draw to line. When your guest starts to insult you, insult your women, we cannot have that," he said.

Bautista was among the guest celebrities at the Kadayawan Invasion event held last Saturday, where he openly told the crowd: "Ang daming hipon dito sa Davao."

"Hipon" is a local slang term for a woman who has an ugly face but a sexy body.

Bautista has since apologized for the incident, but Monteverde said the resolution is a manifestation of the city's "extreme disappointment" towards the comedian and should serve as a reminder to future guests.

"There is a need for us to say to the world that in Davao City, we do not allow people to insult our women," he said.

Monteverde also added that while Bautista is not banned from visiting the province, he is "not welcome."

"It will be a good idea for Mr. Bautista to stay away from Davao City for a while. Because we believe he has overstayed his welcome," he said. "We cannot allow such abusive behavior in Davao City."

In response, Bautista tweeted that he will "respect" and "abide" by the decision.
