Expired visa at Dubai
Please note that the people in Dubai are on their visit visas and/or tourist visas and they are not allowed to work under such kind of visa. If these people are working under visit visa, then they are working in UAE illegally.
The Philippine embassy should help them to get the "work visa" instead of 30-day (or 90-day) visa. Otherwise, this case of visa run will always be there as the tourist visa expires every month.
