Thiis activity is a local issue to be resolve by local agency. 
 
The menace of our society is poverty- unemployment-high food prices. These are national issues.
 
Office of the President suppose to be the prime mover to inspire business leaders, enterprenuer, bankers, farmers, industrialist, labor to spread their wealth among the poor- produce more, and more food products with afordable prices.
 
Inspire  self-effenciency  food production-locally source and locally produce.
