Impeachment could affect PNoy legacy: analyst

'Key bills may be affected unless there's a quid pro quo'

MANILA - A political analyst believes the impeachment case against President Aquino may not make it to trial but could still affect Aquino's legacy in office.

Speaking to radio DZMM, political analyst Malou Tiquia said the impeachment complaint against Aquino could be defeated at the House of Representatives because the administration coalition controls the Lower House.

However, she said the effect of the impeachment is more symbolic since Aquino will be the third consecutive President to face an impeachment complaint.

She also pointed out that while Presidents Joseph Estrada and Gloria Arroyo faced impeachment in the early parts of their terms, Aquino is facing impeachment just 2 years before he steps down.

"Makikita natin na medyo mayayanig ang foundation ng tuwid na daan," she said.

Tiquia said Aquino's plan to leave a legacy could be affected, including the plan to pass a Bangsamoro Basic Law as well as the Freedom of Information Act.

She said the timing of the impeachment complaint is also vital since Malacañang will be submitting the proposed national budget for 2015 to Congress.

CHECKMATE PNOY?

"If you look at it, checkmate si Presidente. If Congress wants to exercise the power of the purse, there will be a quid pro quo. What do they get out of it?" she said.

The political analyst said she is in favor of the impeachment move since it is prescribed in the Constitution.

She noted that Malacanang continues to stonewall efforts to account for all projects funded by the Disbursement Acceleration Program (DAP)

She also said the drop in Aquino's trust and performance ratings might not even be connected to the DAP but to the President's decision to remove multi-awarded actress Nora Aunor from the list of National Artists.

"Masyadong foreign [hard to understand for masses] yung DAP. Pero yung PDAF [priority development assistance funds] mas naiintindihan. Baka kay Nora Aunor. Yun kagat sa kanila yun,' she said.
