PNoy allies, supporters told: Gisingin niyo siya!

MANILA - She may have signed an impeachment complaint against the country's top official, but political satirist Mae Paner, also known as "Juana Change," said this does not mean that her love for President Benigno Aquino III is gone.

Paner, who was an avid campaigner for Aquino in the 2010 presidential elections, was one of 28 individuals who filed the third impeachment complaint against him over the Disbursement Acceleration Program (DAP).

The complaint accuses Aquino of culpable violation of the Constitution and betrayal of public trust.

Speaking to radio dzMM on Wednesday, Paner said it was not easy for her to sign the complaint, noting that she had always been supportive of Aquino.

However, following the controversy over his administration's DAP, certain acts and practices of which were declared unconstitutional by the Supreme Court (SC), she said she felt that she needed to "level up" her care for the President.

While she still loves Aquino, she said it has come to a point where she needed to take action against the President's alleged wrongdoings.

"Itong ginagawa ko na sumali ako sa impeachment laban sa iyo ay pagmamahal ko pa rin yan sayo," she said, addressing Aquino.

"Gusto ko kasing malaman mo na nasasaktan ako sa ginagawa mong pagpapatakbo ng ating bayan. And because I care, I will work within the law to make you understand how much I care for you and our country," she added.


In its ruling declaring the DAP as unconstitutional, the high court pointed out that the executive can only use and transfer money to other agencies if this is in the form of savings and is appropriated under the General Appropriations Act (GAA).

Malacañang, however, has consistently defended the DAP, insisting that it helped spur the country's economic growth. It also cited the Administrative Code of 1987 as its legal basis.

Under the code, ''any savings in the regular appropriations in the General Appropriations Act for programs and projects of any department, office or agency, may, with the approval of the President, be used to cover a deficit in any other item of the regular appropriations."

According to Paner, the problem with Aquino is that he may be forgetting the legacy of his parents.

"Hindi ka ba nahihiya sa nanay at tatay mo, na nung namatay pila-pila ang mga tao na umiiyak? Ikaw, papaano ka aalahanin ng ating history kapag hindi ka umayos?"

"Noon, galit na galit ka kay GMA (Gloria Macapagal Arroyo). Gusto mo bang makita ang sarili mo katulad lang din ni GMA na nakakulong ka? Imagine-in mo yun pag may time ka. Mag-reflect ka," she said.


Paner urged the allies and supporters of the President to "wake him up" so that he would realize that he is already straying from his "tuwid na daan" legacy.

But with still two years left before his term ends, she believes Aquino can still change. "Hindi pa huli ang lahat. Only change is constant."

"Yung mga nagmamahal kay PNoy, gising-gisingin niyo siya. Kaso hindi niyo siya magigising kung ang sarili niyo hindi niyo rin gigisingin sa katotohanan," she said.

"Hindi na pwede ang blind loyalty ngayon," she added.

She also urged the public to remain vigilant and be critical of the Aquino administration's actions.

"Napakarami sa atin ang nagmahal lang, nakalimutan na yung critical thinking. Yung parang: Mahal kita. Sige, kahit bugbugin mo ko. Mahal kita eh.

"Pero parang magulang yan eh. Yung totoong magmahal pero kung yung anak mo tumitira na ng pinagbabawal na gamot, sasabihin mo bang: Sige lang anak, tutal mahal kita?

"Dapat naman dahil mahal mo, kaya mong sabihing: Aray! Ouch! Masakit na yan. Hindi na yan tama. Diba?" Paner said.
