3 Filipino drug couriers executed in China

MANILA, Philippines (3rd UPDATE) – The 3 Filipinos convicted of drug trafficking were executed on Wednesday morning in China, Vice-President Jejomar Binay told ANC.

Why and how Filipinos became favorite drug mules

  • Most who become drug couriers are usually from poor families. Others are young professionals or office workers with presentable personalities. 
  • They were either recruited online or by fellow Filipinos abroad, lured by free travel and huge allowances.
  • More Filipino women (62%) become drug couriers than men (38%). The women are paid between $500 and $5,000 to swallow tubes containing the drugs, hide it in their underwear, surgically insert the drug package into their waist or insert it into their genitals. Some carry it hidden in their luggage or even dissolved and soaked into paper or books.
  • The recruits are asked to go to a country while not carrying drugs yet. Upon landing in another country, the syndicate will then ask the "drug mule" to deliver a package to another country of destination. 
  • A popular route is for the mules to pick up the drugs in a third country then smuggle them into China where new generation of millionaires and rising middle class have become lucrative market for illicit drugs.
  • The Philippines is not a producer nor a destination but a strategic transshipment hub. The drugs are usually offloaded at any of the unchecked coastlines, then repacked and shipped through airports via Filipino drug mules.

Chinese authorities carried out the executions of Sally Ordinario-Villanueva, Ramon Credo and Elizabeth Batain via lethal injection.

Villanueva and Credo were both executed in the city of Xiamen while Batain’s sentence was meted out in Shenzhen.

Presidential Spokesperson Edwin Lacierda confirmed the news. He said the entire nation sympathizes with the families of the 3.

"The nation sympathized with the families of the condemned, sharing their sense of looming loss. We sympathize with these families now. Their deaths are a vivid lesson in the tragic toll the drug trade takes on entire families," he said.

The 3 were arrested separately in 2008 carrying packages of at least 4 kilograms of heroin.

Smuggling more than 50 grams of heroin or other drugs is punishable by death in China.

They were convicted and sentenced in 2009. 

They were the first to be executed among the 72 Filipinos on death row in China due to drug-related cases, according to the Department of Foreign Affairs.

China, which has become a destination for drug traffickers due to its growing wealth, takes the drug trafficking problem "very seriously," Chito Sta. Romana, a journalist covering China, told ABS-CBN News. He said China is willing to bite the bullet and risk damage to Philippine ties as it considers the drug trafficking problem as more serious than its public image. 

The executions were carried out just days after Amnesty International slammed Beijing's sweeping use of the death penalty.

'End chain of victimization'

In the statement, Lacierda said the Philippine government took every available opportunity to appeal to the authorities of China for clemency in the cases of the 3. "In the end, however, the sentence was imposed," he said.

He said Malacañang "is resolved to ensure that the chain of victimization, as pushers entrap and destroy lives in pursuit of their trade, will be broken."

"Those who traffic in illegal drugs respect no laws, no boundaries, and have no scruples about destroying lives. Our response must be relentless, with government and the citizenry working together to ensure vigilance and mutual support to prevent our countrymen from being used by drug pushers as sacrificial pawns, whether at home or abroad," he said.

President Benigno “Noynoy” Aquino III earlier ordered Vice President Binay and Justice Leila de Lima to probe as to why and how Filipino workers involved in drug trafficking can leave the country undetected by airport scanners.

With family

The 3 were with their families before the last hour.

Credo and Villanueva were with their kin Wednesday morning in Xiamen after the Fujian provincial government allowed the visit.

Villanueva's kin recounted to ABS-CBN that she was surprised to see them. In her final hours, she asked the Philippine government to ensure that her children have an education.

Batain's family visited her in Shenzen, and the promulgation of her sentence took place after the visit.

Villanueva's family saw her lifeless body at around 11:45 a.m., over an hour after the execution. Her kin said she had tears in her eyes.

Prayers

Family members and supporters of the 3 Filipinos stormed the heavens days before the execution day, hoping for a miracle even until the last hour. 

On Saturday, Villanueva’s family made their last appeal to the Filipino public to join them in their prayers. They flew to China the following day with a letter addressed to Chinese President Hu Jintao asking for clemency.

The Catholic Bishops' Conference of the Philippines (CBCP) also organized a prayer vigil on Tuesday.

Before Wednesday, the 3 Filipinos had not been informed that the Chinese Supreme Court upheld their death sentence last week. Death row convicts in China are told of their fate an hour before execution.

Appeals

The Philippine government made several efforts seeking to spare Filipinos on death row in China.

In December, President Aquino did not send a representative to the Nobel Peace Prize ceremony honoring a jailed Chinese dissident.

It also deported to Beijing last month 14 Taiwanese facing fraud charges in China despite protests from Taipei.

The executions were originally set for February, but these were deferred following a last-minute attempt to stop them. Vice President Jejomar Binay hand-carried a letter from President Aquino asking for clemency.

China cited humanitarian considerations in approving the deferment, which was a first given China's strict laws against drug traffickers.

This time, however, Malacañang and the Department of Foreign Affairs were resigned to the fate of the 3 Filipinos when the Chinese courts announced its decision to proceed with the executions this March.

The Philippine government said it respects the laws of China against drug trafficking, a heinous crime that has been rising rapidly in Asia through drug mules who hop from one country to the next.

Binay, however, was persistent. "Habang buhay pa, may pag-asa," he previously said. On Tuesday, he sent a second appeal letter, which he authored, to President Hu. 

Binay, who was in Qatar on Wednesday, is the President’s adviser on overseas Filipino workers’ concerns.

Sana ang batas natin dito sa Pilipinas ay gaya ng ibang bansa, parusahan din natin dito ang mga dayuhan na guilty sa illegal drugs at ibang pang mabigat na krimen. Bakit di magawa ang ganung batas sa atin? takot ba ang mga mambabatas, pamahalaan? o di kaya mawawalan sila ng kita, mga lagay. Yan lng ang sulosyon dyan.


Drug mules work for someone bigger

May mga taong nasa likod ng mga drug mules na ito sa ating bayan. Paano sila nakakalusot sa ating airport security, it is either bulag ang ating security or natatapalan ng salapi ang kanilang mga mata. This means there is someone bigger paying this drug mules. Hindi ba nakakahiya ang airport security natin, dahil lusot sila at sa distination nila they get caught.
Check the records in the airport when these mules departed and maybe there is a way to pinpoint which airport security officials let them through. There should be tapes, logs or any records.

See, people will always find a way to do what they want to do.

It seems like the Philippines is just following America's (Ronald Reagan's) war on drugs, which by the way causes far more casualties than before the government started with that thing.

The key is education. People have to be educated about the substances they would like to take,
be it alcohol, nicotine or drugs, and let them make their choices.
The problem in the PI is they don't have any idea about drugs they've outlawed. I believe people still think about Lolas stories about, these drugs make you think you can fly or you'll start killing people. Even the media
reports about "Smoking dried marijuana leaves...", fact is, the leaves are being seperated from
the plant when harvested!

In other countries they classify drugs in hard and soft drugs, not just drugs (Pharmacy products are drugs!).
Even America's war on drugs is now being a little bit hypocritical as they now started legalizing
the use of medical marijuana in some states. Or drastic example, in Amsterdam (Netherlands)
they sell marijuana in coffeshops. Funny thing is percentage wise, there are more people using marijuna in
countries where it's illegal, than in Netherlands.

Well, this report is regarding heroin, which is a serious hard drug. But you want to know what Switzerland does
to heroin users? The government provides them with needles, so they don't share them and spread deceases. Of course,
dealers get jail time, but not executed!

I saw a report once on TV where a poor man, a father, is stuck in jail because he was caught with
a marijuana stick! How many more people are in jail because of petty offenses, while if they were caught
in a liberal country they might just have been given a warning, then were allowed to go home to live their life.
More people in jail, more tax money being used!

Philippines, review your drug laws! Go catch real criminals like uhhh murderers and rapists... and corrupt officials!

We should do the same sa mga Chinese nationals na nahuhuli natin na nagtutulak din ng droga sa bansa natin at sa mga Chinese fishermen na pumapasok sa Philippine territory at pinapatay ang mga sea creatures natin na karamihan ay nasa endangered list.

Stop Begging

Filipinos executed in Japan

I was very saddened with the death by lethal injection for our 3 kababayans. LESSONS learned on drug trafficking. One thing that really upsets me is the fact that the recruiter is now missing. Dapat tinutukan siya ng NBI and should have looked at the big picture that drug trafficking is a big syndicate. I doubt if the recruiter is still alive at this point to keep her quiet.

NAKAKAHIYA!!!

Nakakalungkot itong nangyari sa Pilipinas dulot nitong kaso ng mga drug mules na binitay sa China. Ako ay HINDI nalulungkot sa pagbitay sa tatlo, dahil ang hatol ay nararapat lang sa kanila.

Ako ay nalulunkot dahil:
1. Nakakahiya sa buong mundo na ang mga kriminal pinoy ay halos kinukopkop pa ng ating gobyerno. Gumagastos ng pera para lumuluhod sa ibang bansa para patawarin. Kung isipin natin, ang mga ito ang nagdudulot ng kahihiyan sa ating bansa.

2. Ang mga kamag-anakan ng mga binitay ay halos nag dedemand pa sa mahirap nating bansa na bigyan sila ng panggastos sa pag biyahe sa China at pagpaaral ng mga naulila at pambili ng bahay para tirahan….KAKAPAL TALAGA!!! Kasalanan ba ng sambayanang Pilipino na dahil ang kayabangan at pagka-materyoso ang nagtulak sa kanila para gumawa ng krimen?

3. Hindi na ma-antay ni Binay na ang DFA o anong tamang ahensya ang mag-balita na nabitay na ang tatlo? Una pa rin ang pam-papogi ni Nognog. Kung isipin natin gumastos lang tayo sa lakad nya sa China. Nag-mukha tayong pulubi na nagpapalimos…para saan? Para masalba ang mga kriminal? Ano ang kapalit na-ipinangako ni Nognog para sa “stay for execution”?

4. Ang media ay pinuputakte ang pagbabalita tungkol dito. Sa akin lang, parang pinag-lalako pa natin ang baho ng Pilipino. Kaya yong mga kamaganakan ay pa-drama naman sa harap ng camera. Kahit yong asawang hiniwalayan na ng 3 taon ay nakiki-drama na rin. Dapat binalita lang, at walang “sensationalizing”.

Hay naku, dito lang sa Pilipinas na ang mga kriminal ay mayabang pa kaysa mga taong nagpapakahirap para mapanatili nila ang marangal nilang na pamumuhay.


A lesson to educate

This should be used as an example for the Filipinos that drug traffickers will face death if caught. The Philippines government should embrace the death penalty too. Educate the population about the danger of drugs and the consequence of it. We have to stop blaming China for the death of the 3 Pinoys, education should start now to save lives and free the country from humiliations abroad! The Philippines government cannot just beg for mercy, the law is the law!
