US clarifies pullout order of foreign workers in Iraq

DUBAI - The United States Central Command (CENTCOM) in Iraq has issued a clarification regarding its order to pull out all Filipinos and other expatriate workers from countries which have an existing work and travel ban in Iraq.

In an email sent to private contractors, Colonel Richard Nolan, Senior Contracting Officer of the Iraq CENTCOM contracting command said that “the letter does not require contractors that are in Iraq illegally to be out of the country in 20 days. The letter requires you to identify individuals to the government in 20 days".

Nolan added that once individuals are identified, their respective companies should develop a plan for the repatriation of the workers.  

The US CENTCOM said 60 to 90 days of repatriation is a reasonable deadline.

Meanwhile, companies in Iraq are preparing to draft a petition to the Philippine government requesting President Benigno “Noynoy” Aquino III to immediately lift the ban on Filipino workers to Iraq.

In an exclusive telephone interview with ABS-CBN Middle East News Bureau in Dubai, “Mousa”, an Iraqi Human Resources manager in Baghdad said the situation in Iraq has greatly improved since 2006 and it is high time for the Philippine government to reconsider the travel ban to Iraq.

Unconfirmed reports said that the governments of India and Nepal have lifted their work and travel ban to Iraq in order to avert the mass repatriation of its nationals working in that country.

“And now Iraq is much better than [in] 2007, 2006 and 2008. We need those people to work in Iraq and help Iraqis in rebuilding our country,” Mousa said.

Mousa said Filipino workers have a very good reputation among various employers in Iraq.

He added, “we know Filipinos get good education in their country. They have very good reputation to work, and all companies even [the] Iraqi administration, Iraqi families, Iraqi businessmen prefer Filipinos [to] work here".

Filipino workers in Baghdad are set to hold a meeting to discuss further plans to encourage the Philippine government to lift the work and travel ban to Iraq.

Travel ban or Not Valid for Travel to Iraq that’s the main reason why CENTCOM they want us out of this country on the next 20 days. Terminology disparity

There is an obvious disparity in terminology used here. In the government’s book, PROTECTION means curtailment of the right to self-determination. Hence, what better way to PROTECT Filipinos than to stop and BAN them. A simple analogy will be like a father telling his kid “Son, so you don’t get hit by a car, don’t cross the street!”

Yeah, I know, Iraq is a lot more complicated than that, but hear this, wouldn’t it be better if the government really do its job by crafting measures and procedures to safeguard OFW’s instead of placing a ban one after the other? My goodness, soon it might even impose a ban on the Gulf of Aden so Filipino seafarers will not be kidnapped!

Real protection is being pro-active not restrictive! As I have said in my previous posts, the reality is that there will be more conflict zones in the near future, will the government impose ban on them too? Am I being hypothetical here? Of course I am, but guess what, I am offering suggestions and from my professional point of view I think they are doable and workable, the government just got to have that sincerity to make it happen. I have mentioned these before but it all fell on deaf ears, for those who care, please read on...
