'Afghanistan ban' violators face sanctions - Binay
MANILA, Philippines – Vice-President Jejomar Binay is looking at imposing sanctions against overseas Filipino workers (OFWs) and recruiters who violate the employment ban in Afghanistan.
Binay, the Presidential adviser on OFW concerns, expressed alarm Thursday over the continued entry of Filipinos in Afghanistan despite the employment ban.
"Buhay nila ang nakataya. We are concerned with that, kung hindi nabibigyan ng sufficient na penalty di napipigilan gawa ng gawa ng hindi tama," he said.
He is also looking at blacklisting recruitment agencies who are facilitating the entry of Filipinos in Afghanistan.
Department of Foreign Affairs (DFA) Undersecretary Esteban Conejos, who is supporting Binay's proposal, said Filipinos must be responsible for their actions.
Conejos, however, said cancelling the passports of OFWs proven to have violated the ban would be difficult as under the Foreign Service Act of 1991 that includes the passport law, the right to travel is guaranteed by the constitution and there are specific reasons why a person's passport can be cancelled.
He said it might be up to Congress to pass a law that would address the problem.
Conejos said the DFA plans to send a mission to Afghanistan to find out if there is a security threat against Filipinos working under the US military bases.
If there is no threat, the Filipinos there would be allowed to finish their contracts and be immediately repatriated once these expire.
This is similar to what the DFA did in Iraq where there is also an existing ban.
The government allowed Filipinos working for companies contracted by US military bases to stay and finish their contract only until next year as the war in Iraq is already winding down.
"We might have to do a similar thing for Aghanistan. Ngayon na nagwind-down military operations sa Iraq, lipat naman sila sa Afghanistan so we have to address the problem. In spite of the ban, there are some who continue to go find a way to go there," Conejos said.

Hindi makatarungan sa mga pilipinong nagtatrabaho ang gagawin ng gobyerno ng pilipinas.... Saan at kanino hihingi ng tulong kung mismong gobyerno ang gumagawa ng pahirap sa mga ofw. Malaking katanungan... Meron bang maibibigay na magandang hanapbuhay ang gobyerno sa libo-libong pinoy na pauuwiin nila? wala ba kayong magawa na andyan sa gobyerno???? meron ba kayong maibibigay na trabaho sa mga libo-libong pinoy na nagtatrabaho sa afghan?

well, they should be given alternative if they ban filipinos from other countries. they need to earn money to support families. most of them. they also bring a lot of income to our country thru their money remittances...

Mr. VP I dont know if i can call it a good day upon reading your issues about afghanistan OFW,, sad to say too that i am so disappointed on your status, ang taas ng tingin ko sa inyo dahil alam ko kapakanan ng mahihirap ang isa sa binababata at ipinaglalaban nyo nung panahon ng diktadurya ngunit ngaun lumalabas na isa k din sa kanilang uri. sana man lng bago kau nagbigay ng inyong panukala binsita mo muna kami d2 tingnan kng talagang magulo o delikado ba ang aming lugar na ginagalawan. OFW si JUAN sa AFGHANISTAN..
Ako po si Juan, isa po ako sa libo-libong OFw na nagtratrabaho sa Afghanistan,
napakadaming isyu na dapat pagukulan ng pansin, una sa lahat ay ang solusyon para sa kahirapan,sa tingin ko lng wala naman maidudulot na mganda o msama sa atin ang problemang ito,nagsasayang lng kayo ng panahon, hindi ito ang tamang panahon para pagusapan ang mga gnitong klaseng isyu, sa halip ay gumwa kau ng batas para sa mlalaking kumpanya na dagdagan ang pasahod at benipisyo.
Ang tao kasi paggipit nakakpagisip ng kung anu-ano na lng makaraos lamang sa problema, ganun din kami dito gipit kami kaya kahit ban dito nagpumilit pa rin na makaalis dahil alam namin na ito lng ang praan para mkatikim ng konting ginhwa sa buhay ng aming pamilya.
Yung kasmahan ko nga dito sa trabaho si Pedro, lima ang anak nya,,limang taon sya sa Pinas na karpentero pero kahit isang plywood hindi sya makbili para mkpagpatayo ng sariling nyang bahay,pero ngaun isang taon lng siya dito nkapagpatayo na sya ng sarili nyang bahay my 2nd floor pa,ngaun ang iniisip na lng nya ay ang magipon para sa kanyang negosyo.
Para sa ating gobyerno, hindi po ba napaksarap pakinggan na isa nating kababayan ay nagtagumpay at natupad ang isa sa mga pinapangarap nya na mgkaroon ng sariling bahay at hinid na mangungupahan pa.Isa lng po sya sa libo libong Filipino na nagtagumpay dito sa"AFGHANISTAN" .

Most of the Filipino’s in Afghan and even me even though I’m not in afghan are disappointed with your thoughts.
• Why they became violators? Is it because they’re in Afghan or they’re violators because they’re looking for a better job so they can give their families a better life. Let’s face the fact that the gov’t can’t give these people or the Filipino people what they need. As I was remember that there are 4 million people here in the phils. are not eating the right meal everyday and you wanted to bring home and give sanction to the Filipinos properly working in Afghan.
• “BUHAY NILA ANG NAKA TAYA” – I think you’re also a parent and a provider and I think you also mentioned to yourself that you will do everything for the betterment of your love ones.
• “We are Concerned on that” – I think by keeping this Deployment Ban and impose that Sanction you’re making their life miserable and their families too. I'm sure most of them will think not to go on leave or vacation herein the phils. because they will have a problem on going back to afghan so they will lose their job.
As I’m looking at it Afghan is bigger than philippines, when you say Philippines you are not only saying Mindanao or areas that has Abu Sayaf or have Military action, it’s the same there when you say afghan there are also safe areas, Yes there are filipino’s died but did anybody from philippine government or agencies reviewed or investigate what are the cause, based on the filipino that I chat with they didn’t die because of battle of two different sides and also we can compare that on Manila Hostage those chinese didn’t went here in Manila to die and there are more than 8 people on that bus, why they are the only people killed why not the other instead of the 8 that was killed or why there are survivor, why there are filipino or american soldiers that had been from gunfight with their enemy but they returning to their camp alive. I think it is because If it is your time to rest It will happen even if your comportably sitting and watching tv.
To Honorable Vice-President Jejomar Binay There’s other way that can give you the brightest side of Filipino’s in Afghan, try to send an envoy there rather than listining to some people that haven’t got there, the filipino’s in Afghan are the only people that can give you the right or correct statement regarding their status.
I definitely support the filipino in Afghan, their petition and the Deployment ban be reviewed. GOD BLESSS………..
