The Office of the Ombudsman on Thursday said they have not yet cleared former Philippine National Police (PNP) comptroller Eliseo dela Paz in connection with the confiscation of 105,000 euros in a Moscow airport last October.

Assistant Ombudsman Mark Jalandoni, in a statement, said that despite the return of the money by Russian authorities to the PNP, the Ombudsman cannot yet absolve dela Paz and the other generals from any wrongdoing.

Jalandoni said the Office is set to issue its resolution on the case, but the panel investigating the case has to take into consideration this recent development.

The Office of the Ombudsman conducted a probe on dela Paz’ alleged unauthorized release of the said intelligence funds seized by Russian authorities in Moscow immediately after news about the incident broke out in local newspapers last year.

Specifically, the panel conducted an inquiry into the nature of the funds, how much exactly they were, what for they were brought, and whether the process in securing or releasing them is proper.

It also looked into the propriety of allowing dela Paz, a retiree, to attend the said conference and the act of bringing their wives along with them in the said event.

De la Paz was part of the 8-man PNP delegation to the 77th Interpol General Assembly held in Russia in October last year.
