MANILA, Philippines - No bidder qualified for Monday's bidding for the National Support Center for the Automated Elections in May, the Commission on Elections said.

The Comelec Special Bids and Awards Committee declared a failure of the bidding after the lone bidder, SPI Global, failed to meet the documentary requirements.

The SBAC's technical working group found SPI lacked the necessary clearances from the SSS and courts.

Smartmatic missed the bidding deadline by 10 minutes so their documents were rejected by the SBAC.

Under the rules, the SBAC has to call for a 2nd bidding.

Smartmatic however filed a motion for reconsideration, which the SBAC is expected to resolve. Meanwhile, the SBAC held onto Smartmatic's bid so they cannot alter it anymore after they witnessed SPI's bid when it was opened today.
