MANILA, Philippines - Eastern Samar Rep. Ben Evardone on Monday made good on his promise to file a measure for Charter change.

In his House resolution, Evardone called on Congress to enact a law calling for a Constitutional convention (Con-Con).

Two delegates for each congressional district will be allowed under the proposal.

The resolution imposes a ban on political parties and incumbent officials from being delegates to the Con-Con.

The measure also bans elected delegates from running in the first local and national election or from being appointed into office while the Con-Con is in session and one year after it adjourns. 

The bill also mandates for sessions to be completed in 60 days at the Philippine International Convention Center.

The resolution also requires that the proposed charter be subjected to ratification by a plebiscite 60 days after it is completed.

Under the proposal, election for Con-Con delegates under the measure is scheduled on February 2, 2012, with the convention starting its work on May 1, 2012

The proposal also wants the Con-Con to have a P250-million budget.

Evardone said his proposal will not benefit incumbent officials.
