MANILA, Philippines – There is a breakdown of law and order in the country amid the spate of heinous crimes in recent weeks, according to a social scientist.

UP Professor Clarita Carlos said criminality is on the rise amid the inability of the Philippine National Police to enforce the rule of law.

“Kasawsaw sila sa tiwali so ang dami talagang dapat linisin,” said Carlos.

Carlos said there are five reasons for the upsurge in criminal incidents: widespread poverty, lack of respect for the rule of law, the proliferation of illegal drugs, the lack of discipline and the lack of hope in the future for many.

“When you have widespread poverty like that, then you also have concomitant widespread alienation. When you’re alienated, ‘yung sense of powerlessness mo, madaling pag-laruan ng ibang tao,” she said.

Carlos also said restoring law and order depends on reforming government agencies, ensuring equality in the administration of justice, providing adequate education to the youth and reviving the virtues of hard work, discipline, and respect for the truth. -- ANC

â–¼ Surveys shows crime has doubled â–¼

Surveys shows Rape, Drugs, Murder, Kidnapping
has almost doubled.
It even shows that many police are involved.
Even Police extortionist who catch motorcycle riders without helmet or plate numbers
but they themselves does not wear helmets and many of the them have either no plate number,
painted all white plate number that is hard to see,
or have a plate number but is being blocked by a steel bar or angled up

breakdown?

prof clarita carlos did not say where she gets the data that points out that law and order is indeed breaking down in our country. to be credible, she must back with before and after statistics to prove that what she has said is true. for it could only mean that people nowadays ay tumatapang at na-empowered, and are not afraid to report crimes, kaya it might seems there is proliferation of crime.

people seem not to be concerned too much about retaliation and many are now willing to come forward and report crimes.

Good SIGN

I wonder why we are so good commenting negatively and hopeless.. I don't think it's fair to go back or say it all started on the Aquino's.. remember we are all part of it. This Prof claim is true and we have to admit nakakatakot sa atin despite efforts sa Police natin however the CJ Corona shows a good sign of start. Maria4 was right.. End of day we have to help each other no matter what and STOP the negative approach.

Law and Order 101

I am surprised that it has taken the UP Professor time to note that law and order has broken down! My over 20 years of experience as a barangay tanod has told me that if you want to be 100% safe in your community, you have to stick your neck out there! The police (judging from the toll they have taken) has done their best, but can only do so much. Davao City is relatively safe, but I can imagine a loved one (say one's daughter) taking a ride home at night in one of those padjak from the kanto in Metro Manila. Unless those crooks and potential criminals know you and how savage you can be if they cross you, they aren't going to respect you. It sucks, but you can't clean dirt without getting dirty! And I mean "hands-on" cleaning. It certainly has legal repercussions but I am a realist, I'd rather be alive than dead!

@negros123 and @joru

YES NEGROS123 U ARE CORRECT, QUOTING YOU" TO HELL WITH THE LAW". AND JORU BREAK DOWN OF LAW AND ORDER"?

WHAT THE PRESIDENT IS DOING IS TO RESTORE THE PROPER WAY OF USING THE LAW, BY PUNISHING PEOPLE WHO BREAK IT STARTING FROM PEOPLE WHO USED THEIR POSITIONS TO BREAK THE LAW.

IF A PERSON TRYING TO CORRECT WHAT IS WRONG WITH THE SYSTEM WHAT ELSE SHOULD BE DONE ABOUT IT.

THOSE THAT KNOW THE LAW ARE THE BREAKERS OF THE LAW, TAKE FOR INSTANCE LAWYERS, JUSTICES AND SOME WHO ARE EMPLOYED IN THE UPPER COURTS AND LOWER COURTS.

WHAT IS TO BE DONE, THEN? JUST BECAUSE PRESIDENT AQUINO IS SHAKING THE STATUS QUO OF THIS SOCIETY, HE IS BREAKING THE LAW? HOW ABOUT ARROYO INFLUENCING JUSTICES IN THE SUPREME COURT BY DOING THE MIDNIGHT APPOINTMENT?

TELL ME!!!

to hell with the law

to hell with the law and order... people are very satisfied with pnoy's jailing of gma and impeachment of the cj. who will respect the law and order when pnoy himself is blatantly defying the rule of law.

president

the breakdown of law and order in this country started from the start of aquino III presidency.
