Rebels issue 'permits' to Philippine candidates: military
LEGAZPI - Communist insurgents in the Philippines are demanding cash from election candidates in exchange for "permit cards" that will allow them to campaign unmolested, the military said Saturday.
Forces captured a bag containing permits allegedly issued by rebels to people who had paid them protection money, the military said in a statement.
More than 500 signed "permit to campaign cards" were found in the bag of an insurgent, killed in a battle in the island of Catanduanes on Friday, the statement said.
The color-coded permits charged local candidates according to the position they were running for with one candidate for congress being charged as much as 2.2 million pesos (47,500 dollars), the statement added.
It did not reveal the name of the candidate.
It was not possible to independently verify the reports.
The military said it was intensifying efforts to stop such extortion in the approach to the May national elections when positions from president to village councilor will be up for grabs.
The Communist Party of the Philippines and its guerrilla arm, the New People's Army has been waging a campaign in the Philippines since 1969.
The military said in December it had been shrunk the territory of the Maoist insurgency, leaving four central islands free of guerrillas for the first time in decades, bringing their numbers down to below 5,000 from a peak of 26,000 in 1987.
In the face of declining overseas support, the insurgents have stepped up their efforts to extort money, usually from rural businesses.

Ginigisa nila tayo sa sariling mantika. Imagine, ginamit nila ang buwis natin para sa kanilang sariling adhikain at tapos ang 'buwis' nilang nakukuha ay para lang sa kanila.
Sa milyones ang pork barrel ng mga leftist partylists, saan ba napupunta ito. Hindi kaya,pinangbibili lang ito ng armas, pagkain o gamot ng mga rebelde para sa patuloy nilang pakikibaka para sila ang humawak ng ating gobyerno? Tapos, kung minalas tayo at sila ay naubo, forever na silang wemakaupo hangang kamatayan tulad ng mga nangyari sa ibang bansa pag naka puwesto ang mga komunista.
Siyanga pala, me komunista pa ba sa mundo? Parang sa Pilipinas na lang ata ito. Lahat ay lumantad na at lumahok as sarili nilang kulay sa demokratikong sestima. Bakit dito sa Pilipinas, patuloy pa silang nagkukunwari at gumagamit ng maskara?

What is wrong with NPA? Their aim is to change our government. Get rid of rampant corruption. However collecting tongs on candidates only shows their real true colors. What differentiated them from the mafias? They are a joke. They accuse the military of killings, extortion, torture, etc. yet they themselves are doing it. Unfortunately they do these also to their comrades. Hope NDF, Bayan Muna and all other left leaning elements will response to this comment. We need a change to do better in governing not to do the same or even worst.
