Comelec: Villar scholarships constitute vote-buying
MANILA, Philippines - Nacionalista Party standard-bearer Manuel Villar Jr. could be liable for vote-buying and disqualified from the presidential race for giving away scholarship grants, the Commission on Elections (Comelec) said Friday.
Speaking to reporters, Comelec Commissioner Rene Sarmiento said the Omnibus Election Code bans candidates from handing out “money or anything of value.”
“The fact that there are tuition fees that would be paid for or books, clothes and even miscellaneous expenses that would be covered... that is ‘money or anything of value’,” he said.
The act of giving away scholarship grants is tantamount to vote-buying, Sarmiento said.
The Omnibus Election Code defines vote-buying as “giving, offering or promising money or anything of value” to induce anyone to vote for or against any candidate.
Vote-buying is considered an election offense, which carries the penalty of one to six years imprisonment as well as the removal of the right to vote and be voted for.
Last Thursday, Villar’s camp gave out several scholarship grants to school children that attended a rock concert that they had organized at SM Mall of Asia in Pasay City.
However, Villar said the action is not vote-buying since he did not come up the stage to prod people to vote for him.
The scholarships were handed out by his daughter Camille, he added.
Military warns Villar
The military warned Villar Saturday against campaigning in military camps after he and other NP candidates had their photographs taken with former Marine Col. Ariel Querubin outside his detention cell in Camp Aguinaldo.
Querubin is an NP candidate for senator.
Armed Forces spokesman Lt. Col. Romeo Brawner said Brig. Gen. Felipe Tabas, Camp Aguinaldo commander, will represent the military in the meeting with Villar to remind him to stop involving soldiers in partisan activities.
“Our camp commander will talk to the camp of Senator Villar,” he said.
“We will ask them not to repeat what they did last Thursday since we are very sure that they will again visit Colonel Querubin in the future.
“The order given (to Tabas) is to communicate with the party of Senator Villar and ask them not to repeat what they did.
“The agreement was very clear. They were allowed to visit Colonel Querubin provided they would not campaign inside the camp.”
Villar: I did not campaign in Camp Aguinaldo
In Lipa City, Batangas, Villar denied that he had engaged in illegal campaigning in Camp Aguinaldo when he visited Querubin.
Speaking to reporters after visiting two markets in Batangas City and Lipa City, Villar said there was no basis to claims that they were campaigning when they had their photographs taken with Querubin, who is detained at the Intelligence Service of the Armed Forces of the Philippines.
“I didn’t see anybody there except some soldiers so I just don’t understand who we were supposed to be campaigning to, and we couldn’t just campaign to one another,” he said in Filipino.
The only civilians in Camp Aguinaldo when they visited Querubin were members of the media who had covered the visit, Villar said.
Everyone was surprised when Villar and other NP candidates emerged from the meeting with Querubin, walking with their arms linked to one another.
Armed Forces chief Gen. Victor Ibrado said the action of the NP candidates caught him by surprise and was a violation of their agreement not to campaign within the camp.
However, Villar said that they were just showing their solidarity with Querubin, an NP candidate for senator.
“We just walked,” he said. “We are united so I guess that’s why they called it a unity walk. We walk united.”
Villar said that it was preposterous to claim that they were campaigning inside Camp Aguinaldo.
“If we wanted to campaign, then we would have chosen an area with more people,” he said. “So there was no violation there.”
Military police immediately whisked Querubin to his detention cell after having his photograph taken with the NP candidates.
NP senatorial candidate Adel Tamano said they can file a petition for a writ of habeas corpus with a civilian court to force the military to allow Querubin to campaign outside Camp Aguinaldo. -- Helen Flores, Alexis Romero, Marvin Sy, Christina Mendez

INTEGRITY
If it is not true that Manny Villar gave away cash, then he must deny the allegation and prove it. If he is able to prove it, then his supporters should rally and campaign behind him.
But if it is true, it’s time for his supporters to abandon him.
A candidate who gives out cash or the equivalent during election campaign period is PLAIN STUPID or EVIDENTLY CORRUPT and not worthy even for a Barangay Tanod position. It does not matter whether it is a single centavo or a thousand pesos. It is plain and simple BRIBERY.
Disguising bribery as help is an excuse of desperate evil people. People with common sense will see through the disguise. Any person who supports a corrupt candidate supports corruption and is CORRUPT himself. If a corrupt candidate is voted into office then he will use his powers to exercise more corruption and do a lot of irreparable damage.

Unlike the two-party American "gay" system, and the one-party Chinese "autistic" system, the multi-party Filipino "schizophrenic" system shows the full spectrum of the Five Elements (Wu Xing), like the female mind. The Philippines can be compared to a Black Widow spider or a Praying Mantis that bites off the head of its mate after sex and eats it to nourish her children. So the female often loves the bisexual because "he" is often willing to serve "his" head on a silver platter, like a suicide bomber, leading the family like the Headless Horseman. The true male considers it to be crazy, stays away and develops "autism." Thus, the Philippines will often search for a "bisexual" leader, unlike Chinese President Hu Jintao who is an "autistic" engineer.
However, in this year's election, the "bisexual" vote is split between Erap and Villar, which allows a male "autistic" candidate like Noynoy to increase his chances of winning. The inner male voice of the female also thinks about stability and trustworthiness, and unfortunately, the bisexual is often unreliable and dishonest because "his" head offering might be a magical box trick, mimicking the Wizard of Oz. So sometimes she picks the nerd over the romantic lover when she feels like going straight. But she can be split about the numerous inner voices that silently speak to her, so she may become indecisive, develop a "split mind" or become "schizophrenic."
It is not only the female who has the five basic gender minds or voices within her conscience. All five genders have these five elements in their conscience or minds. And even all the "races" have the characteristics or traits of all five genders. In other words, there are five gender breeds (i.e. Yellows, Small Browns, Blacks, Whites and Big Browns) which correspond to the five genders. And within each "race," there are five actual genders. Of course, within each gender, there are five gender minds. These all come in different degrees with an infinite number of combinations, which makes each individual unique yet similar using five-element organization.
In the end, people will decide on everything that they do based on their gender minds, gender and gender breed. They will think of the needs of the multiple genders within themselves and act on these needs. As Freud believes, everything is motivated by sex.
They will all desire and avoid relationships with each other, following the "harmony" and "conflict" lines or game "rules" of the five-pointed star or Pentacle of Kung-Fu Tzu (Confucius), which looks like a Filipino Christmas parol, originally patterned after Chinese or Japanese paper lanterns. Each gender sits on one of the tips of the star, and both the star and the circle around it show how the genders love, hate, help, poison and kill each other.
The game guidelines though are broad and dynamic, as harmony can produce conflict (or vice-versa), or as "good" sheep can become "evil" goats (or vice-versa). Consequently, the Chinese script for the word "crisis" and "opportunity" is exactly the same. Similarly, the words "goat" and "sheep" have the same Chinese pictogram.
This dynamic game interplay of yin and yang can be described in the Wu Xing ecology model, where the amount, perspective and timing or circumstance of the Elements are significant. Water, for instance, nourishes trees (Wood), but too much Water or flooding will rot and destroy Wood just as males are nourished by females but their continuous presence may irritate or annoy them. However, Earth absorbs the excess Water, just as lesbians court females. Eventually, if the female is influenced, she becomes bisexual as Earth and Water concentrate to produce mineral resources ("Metal"). Metal may chop down trees, but if metal is used carefully, it can craft wood to fine furniture just as Shaolin monks learned mental discipline and the practical use of martial arts from Buddhist and Hindu Indians. Water may also extinguish fire, but in small amounts, water simply relaxes the fire, just as females may neutralize fiery gays in their social presence, or just like clergymen baptizing militants in Living Water. A wildfire though may destroy forests, just like gays sodomizing males, but mild atmosphere-filtered sunshine is beneficial to trees, just as Asian men may sport fashionable neckties and body-fit Western shirts, tucked into European business pants that show the contour of their buttocks to other men, who eventually become customers or business partners.
Thus, all presidential candidates will roughly follow this common political symbol or pattern in the election game. And at the end of the day, whatever the election results may be, people will be able to roughly see a statistical supercollider "x-ray" of the Philippines' state of mind or mental health, which may enable future leaders to heal the world and make it a "better" place.
People will learn. From the "male," they learn how to think. From the "female," they learn the "divine" nature of the five voices. From the "lesbian," they become "down to earth." From the gay, they dream big. And from the "bisexual," they learn self-sacrifice and love. So let the games begin!

Manny Villar's achellis heel will be the Norzagaray Farmers, this is worse than C5 Road Anomally. The farmers went to Quezon City to bring to the attention of our government, the inaction of the Ombudsman on their 2008 complaint against Villars and the BSP. The event was NOT fully covered because of money consideration to the media practitioners by .. we all know who.. money is what he is using to silence others. We all know that everything is possible, media can be bought.I hope the farmers from Bulacan can can call Mike Enriquez of GMA or Ted Failon of ABS-CBN. I know how hard for the poor farmers to lost a piece of land they have been farming for so many years. It is a shame that somebody take advantage of their trust with our government officials that they have not asked for immediate reconstitution of their land titles after the 1987 fire at Bulucan Registry of Deeds or may be because of poverty. It cost money to transact with our govt offices.
