Piccio: Other SEC, BSP officials involved in Legacy scam

The leader of the PEP (Parents Enablig Parents) Coalition on Tuesday said the group is convinced there are other officials in the Securities and Exchange Commission (SEC) and the Bangko Sentral ng Pilipinas (BSP) involved in the Legacy scam.

"Definitely, I believe [there are other SEC officials involved in the scam]. Not only in SEC, but also in the Bangko Sentral," Philip Piccio, PEP Coalition president, told ABS-CBN's morning show, "Umagang Kay Ganda."

Piccio said he has a list of names of SEC and BSP officials who may have acted as protector of Legacy Group owner Celso de los Angeles, who has been accused of pocketing the company’s pre-need funds.

However, Piccio said the PEP Coalition could not reveal the officials’ names because they are still in the process of collating evidence.

Piccio, who produced Legacy scam witnesses Carolina Hiñola and Namnama Pasetes, said their group’s members were saddened upon learning that the SEC, which was supposed to protect them from scammers, has been corrupted by the Legacy Group owner.

Hiñola and Pasetes on Monday pinned down de los Angeles at a Senate hearing for siphoning company funds to his personal use.

Hiñola also detailed at the Senate who SEC Commissioner Jesus Martinez Jr. allegedly benefited in at least two multi-million transactions with the Legacy Group.

"From my interactions with both Mr. de los Angeles and Commissioner Martinez, I can say with reasonable certainty that Commissioner Martinez is a close friend of Mr. de los Angeles, and he helped Legacy when the company had problems with renewing its dealership license in 2008 due to some deficiencies," Hiñola said in an affidavit that she read before the senators.

SEC to hear for Martinez’s side of story

Meanwhile, SEC chief Fe Barin said the commission will convene this week and hear Martinez’s “side of the story.”

Barin clarified that whatever the results of the internal investigation, President Arroyo still has the final decision on Martinez’s fate.

“Martinez is a presidential appointee for a fixed term. The President has the power to dismiss him (Martinez) from the position,” she said, adding that resignation calls against Martinez may be useless because he is due for retirement this month.

Barin, meanwhile, said she is willing to look into Piccio’s allegations about the possible involvement of other SEC officials in the Legacy scam.

She said that since day one, she has been encouraging the public to report to her office any kinds of form of corruption being committed by the agency’s officials.

In a radio dzMM interview, BSP Govenor Amando Tetangco Jr. said they are just waiting for an official complaint before investigating the alleged involvement of the agency’s officials in the Legacy scam.

“We have not received any complaints yet,” Tetangco said, added that he will order an immediate investigation once complaints against the unnamed BSP officials are filed.

Meanwhile, Tetangco said the BSP’s legal team is finalizing more charges to be filed against the Legacy Group for estafa.

The BSP has filed four separate charges against Legacy Group officials, including de los Angeles.
