MANILA -- President Benigno Aquino III is willing to discuss charter change with House Speaker Sonny Belmonte.

However, Presidential spokesperson Edwin Lacierda said the President's position against charter change remains.

"The President has already voiced his position on that. The legislature is deliberating on that, and I understand Speaker Belmonte, in the Philippine Star, he mentioned that he plans to meet with the President. So nandiyan na yan. It's up to the... But we know the position of the President," he said.

"If the Speaker will ask for a meeting with the President, certainly the President will discuss with the Speaker his views on charter change, and why he is not in favor of charter change. But again it's an open discussion," he added.

This was after Senator Ralph Recto filed in the Senate a counterpart to Belmonte's Resolution of Both Houses No. 1, which seeks to amend the 1987 charter by empowering Congress to legislate the limits to the charter's restrictions on foreign ownership of land and foreign investments in the country.

Lacierda maintained Aquino has no "secret" support for charter change.

"I've worked closely with the President; I know when the President says he does not want -- he's not in favor of charter change, he is not in favor of charter change," he said.
