MANILA - Interior and Local Government Secretary Mar Roxas is keeping mum about a report submitted by a Housing and Urban Development Coordinating Council (HUDCC) official who said police mulled releasing Delfin Lee shortly after his arrest.

In his report to Vice President Jejomar Binay, chairman of the Board of Trustees of the Home Mutual Development Fund (Pag-IBIG Fund), HUDCC Deputy Secretary General and Assistant Secretary Daniel Subido said it is "incredulous" that the Philippine National Police (PNP) considered releasing Lee based on the "mere representations of the latter's lawyer on the purported invalidity of the Warrant of Arrest."

"Clearly there must have been influential people that worked on the actual delisting of Mr. Lee from the Warrant of Arrest Information System and pressured the PNP to cause Mr. Lee's release despite the existence of a valid Warrant of Arrest," Subido said.

Roxas, however, declined to comment about the report, which he said he has yet to receive and read.

He just pointed out that Lee, one of the country's top 5 fugitives, has been arrested.

"Ang alam ko is that naaresto si Mr. Lee. Sinunod ang warrant of arrest at ngayon ay sinusunod ang lahat ng mga patakaran na yan. So hindi ko alam itong report na ito. I have not received a copy of it. Hindi ko alam kung ano itong dokumentong ito, so aalamin ko kung ano man ito," Roxas said.

In an interview with ANC on Monday, Subido was also asked who he believes could be helping Lee.

"It is still unclear on who these influential people are but the circumstances clearly show they are there. There is an unseen hand orchestrating all of this delisting and prevention of arrest," he said. -- Report from Jeff Canoy, ABS-CBN News
