MANILA, Philippines - Ten out of nearly 3,000 teachers who took the exam on how to operate counting machines for the May 10 elections failed to get certification from the Department of Science and Technology (DOST).

These teachers will not be able to sit as board of elections inspectors (BEI), which is in charge of the overall operation of Precinct Count Optical Scan (PCOS) machines.

DOST Certifier Anna Liza Solis said the teachers who flunked the test had difficulty putting thermal paper in the machines or were not able to put in the right security keys.

Solis added the Commission on Elections has yet to decide whether the teachers would be allowed to retake the exam or would just be replaced.

Meanwhile, the nationwide training for the Board of Canvassers on the use of the automated poll machines will kick off in April.

The last batch of 13,580 PCOS machines were delivered to the country in late February, completing the required 82,000 machines to be used in the elections.

Of the 82,200 machines, only 76,340 will be deployed to the clustered precincts while the rest will only serve as spare or back-up machines.

The machines are undergoing a series of stress, accuracy and acceptability tests. -- Report from Maricar Bautista, ABS-CBN News

why not say instead: nearly 3,000 teachers pass PCOS test?

IS YOUR HEADLINE HERE A DELIBERATE ATTEMPT TO FURTHER SOW FEAR ABOUT POLL AUTOMATION AMONG VOTERS. only 10 did not pass OUT OF 3000! THE FLIPSIDE WAS THE BETTER STORY.

PLEASE EXPLAIN WHY YOU CHOSE TO HIGHLIGHT THE FLUNKERS AND NOT THE PASSERS. NOT BECAUSE I ASKED FOR IT, BUT BECAUSE YOU WERE NOT FAIR TO THOSE WHO DID PASS AND IN THE PROCESS, ALSO HUMILIATED THE 10 WHO DID NOT PASS.
