Gibo defends Mikey's party-list bid
MANILA, Philippines - Administration presidential candidate Gilberto "Gibo" Teodoro on Wednesday defended Pampanga Rep. Juan Miguel "Mikey" Arroyo's bid as party-list representative.
"Is it legal or not? It's legal. Wala tayong magagawa (We can't do anything about it)," Teodoro said when asked to comment about criticisms against Arroyo's nomination as representative of Ang Galing Pinoy, a party-list group representing security guards.
The Lakas-Kampi-CMD standard-bearer said that what the next administration and the next set of lawmakers can do is to revise the party-list law to fix the "flawed" system.
He also proposed to specify in the law a provision allowing rich people to represent marginalized sectors.
Former Akbayan party-list representative Etta Rosales has threatened to file a disqualification complaint before the Commission on Elections (Comelec) against the party-list group and Arroyo's nomination.
Rosales said in an interview over ANC's Dateline Philippines that Arroyo's party-list nomination "bastardizes" the party-list system.
"I find it very unfortunate that the party-list system is being bastardized. It's an insult to the Filipino people... We feel very bad for the bastardization of the party-list system," she said, insisting that the party-list law was passed to allow the real marginalized and "under represented" sector a chance to be heard in Congress.
‘Amoeba’ party-list group
In the interview, the former party-list representative said that the Ang Galing Pinoy party-list group is actually part of Agbiag Timpuyog Ilocano, Inc. (Agbiag).
She said that the group had been disqualified by the Comelec from running in the party-list election in 2007.
"This has been taken cared of by the Comelec. Nagtataka ako kung bakit andyan na naman sila. Para silang amoeba, nag-split into two (I'm just wondering why they are here again. The group is like an amoeba, it has split into two)," Rosales said.
Arroyo had said that he would welcome any investigation into his nomination by Ang Galing Pinoy.
"I also believe no party-list must be duly disadvantaged on the basis of their nomination, which is internal to them in the first place. I am sure the Ang Galing Pinoy party-list has passed the strict accreditation process of the Comelec. The choice of nominee is the sole prerogative of any party list," he said.
Rosales, meanwhile, said that a nominee should not just share the advocacy of the party-list group, but should also be an "organic" member of the group.
"You can be an advocate, but you have to be [an] organic [member]," she said, adding that the Ang Galing Pinoy should not have been accredited as a party-list group in the first place because it is not a member of the marginalized sector.
If Galing Pinoy wins and Arroyo becomes its representative in the House, he could join President Gloria Macapagal Arroyo, who is running for Mikey's congressional seat in the 2nd district of Pampanga.
Other Arroyos currently holding seats in Congress include President Arroyo's son, Rep. Diosdado Macapagal Arroyo representing Camarines Sur, her brother-in-law Iggy Arroyo representing Negros Occidental, and Ma. Lourdes Arroyo of Ang Kasangga party. With a report from Willard Cheng, ABS-CBN News

these choices of legalistic views, unfavorable to the welfare of the Filipino people, is a pattern Gibo had been taking all his public life..... from defending GMA, the Coco Levy funds, Marcos ill-gotten wealth & learning the ropes from the devil's advocate atty. Gibo was asked if this was legal or not, he said yes but nobody asked him if it's morally right or wrong. If you read closely, he even suggested an idea how to legally correct it.
