Napoles to spill beans on Malampaya scam: lawyer
MANILA - After her "tell-all" on the pork barrel scam, alleged pork scam mastermind Janet Lim Napoles is now ready to spill details about the Malampaya fund scam.
Her lawyer, Atty. Bruce Rivera, said although Napoles has told Justice Secretary Leila de Lima about the Malampaya scam in general terms, she has yet to get to the specifics.
Rivera said Napoles couldn't give the details earlier due to her medical condition. The businesswoman was then scheduled to undergo a hysterectomy.
"Usually, pag naglalahad ka ng narration, ang ginagawa mo general narration muna applicable to all. Syempre hindi lang isang tao yun ka-deal, kaya each person may semi narration, facts independent to that specific person. For example, senator a, kailan nangyari, how did they meet, what were the transactions, how was the money given. Kaya lumalabas na piecemeal pero it's not, the general statement is already there," he said in an interview on radio DZMM.
Napoles was among those charged with plunder by the National Bureau of Investigation (NBI) before the Office of the Ombudsman last October for the anomaly in the Malampaya fund, which formed part of earnings from the operation of the offshore Malampaya natural gas plant in Palawan remitted to the government for the latter’s exclusive use for energy development projects.
The NBI had alleged that Napoles and her staff forged signatures of mayors in pocketing the gas funds through ghost projects.
Napoles allegedly got wind that Malampaya funds would be released as early as July 2009, which prompted her to order her employees at the JLN Corp. to manufacture fake requests, fake memoranda of agreement, and fake liquidation reports after receiving the money.
She distributed kickbacks to public officials involved to get away with it, added the NBI complaint.
Her brother Ronald Francisco Lim, who remains wanted for the case involving the serious illegal detention of Luy, was also in the Malampaya plunder charge sheet.
Napoles underwent surgery on April 23 to remove a tumor in her uterus. She is currently confined at the Ospital ng Makati and is still waiting for a discharge order from her doctors.
Rivera said Napoles has to be on full bed rest once she is discharged.
"Pinag-uusapan na rin ng mga abogado kung ano ang gagawin kasi medyo complicated yun. Mangyayari sa kanya after the discharge kailangan full bed rest pa rin siya. Hindi siya pwedeng tumayo. Hindi namin alam kung papaano yan magagawa sa Fort Sto. Domingo," he said.
The lawyer also denied that Napoles is "sanitizing" the list of lawmakers being included in the scam, saying the process would be faster if she was choosing which personalities are linked to the scam.
"Kung gusto lang namin linisin e di sige, piliin na lang yung popular...We want everything should be in place. That's why matagal," he said.
He also said that after being pilloried for her part in the scam, Napoles wants to come clean and reveal everything she knows.
"Gusto lang niyang magsabi ng totoo kasi matagal na siyang tinitira ng tao. Matagal nang maraming masamang sinasabi sa kanya. At a certain poin, a person wants to be vindicated so at the end of the day kaya siya nagsasalita," he said. With a report by The Philippine Star
