MANILA, Philippines - President Arroyo has been proclaimed the winner in the congressional race for the second district of Pampanga.

Arroyo’s camp said that all the election returns for the 6 towns in the second district of Pampanga has already been canvassed.

Arroyo garnered a whopping 169,109 votes, defeating opponents such as Adonis Simpao (20,922), Filipinas Rosario Sampang (7,150) and Feliciano Serrano (3,586).

Mrs. Arroyo's victory makes her the first outgoing Philippine president to take a seat in the House of Representatives.

Critics have said Mrs. Arroyo intends to seek the House speakership and use the position to push for Charter change to pave they way for a shift from presidential to a parliamentary form of government. They said Mrs. Arroyo will use her political clout to become the country’s first prime minister under a parliamentary form of government. With a report from Ruby Tayag, dzMM
