SC chief appointment causes friction between Noynoy, PGMA
MANILA, Philippines - The appointment of a new Chief Justice of the Supreme Court renewed Wednesday hostilities between Philippine President Gloria Arroyo and her imminent successor, Benigno "Noynoy" Aquino III.
In a strongly worded statement, Aquino rejected Arroyo's decision to appoint Associate Justice Renato Corona as the next Chief Justice just days before the retirement of the incumbent SC chief Reynato Puno.
“Is it too much to ask President Arroyo to not add another problem for the next administration to inherit? Her appointment of a Chief Justice in waiting is at the very least inappropriate. Chief Justice Puno’s term has not ended. There is no vacancy to be filled," he said in a statement.
He added: "We call upon her to recognize the new government’s right to appoint the next Chief Justice."
Aquino said Arroyo still had time to reconsider her decision, adding that the incumbent should "instead concentrate on ensuring a smooth transition."
The issue of the alleged "midnight appointment" of the new Chief Justice has sparked protests among Arroyo's critics who labeled the move as a last ditch effort to save herself from a future investigation.
Even before the May 10 poll, Aquino vowed to investigate the outgoing administration of President Arroyo for various corruption scandals including the alleged rigging of the May 2004 presidential election.
Aquino, who campaigned on a platform of fighting corruption and improving governance, said it was necessary to reform the judicial system. "There is a necessity also for reforming our judicial system so we are not locked in a battle in the courts in the next two decades," he said.
He also told Reuters he would tackle the budget deficit by reviewing government spending and boosting revenues through cracking down on tax evasion.
When the decision to allow Arroyo to appoint a chief justice was announced, after the court's judges ruled it did not violate an election ban on political appointments, it sparked protests she was trying to protect herself from investigation or to remain in power if the election failed.
Investigate allegations
Aquino has promised to investigate allegations of electoral fraud, corruption and rights abuses by the outgoing administration, which denies any wrongdoing.
"We need to have closure on all items like the fertilizer scam. We lost P720 million ($16 million). Who is responsible for this? Let's also look at the ZTE."
In both cases Aquino mentioned, there are allegations of overpaying for deals and diversion of funds.
"We can set up a specific body. The [Department of Justice] can have a task force on the fertilizer scam and collate all the necessary evidence, prepare a very strong case, and have the judiciary look at it as soon as possible. So there is no reason why you cannot expedite the solution of these cases," Aquino said.
"I still have to consult the DOJ on how best to go after this" Aquino, son of democracy hero Cory Aquino who was president from 1986-1992 after the overthrow of the Marcos regime, is set to assume the presidency after an election that ran better than many had expected.
The Commission on Elections has stopped updating its unofficial tallies, having said Aquino had more than 40 percent of votes, leading former president Joseph Estrada by 15 percentage points, with nearly 80 percent of ballots counted.
Estrada has said he won't concede based on unofficial results but does not plan any protest of the outcome. With Reuters

I have a good reason now to accept the victory of Noynoy. Coming for a Pro-Gordon like me, its about time that the public will measure the mettle of Noynoy which he is boasting for this past campaign period.

Now Noynoy, the ball is in yor hands. You are the president. Live up to what millions have expected of you and Live up to what your name expects you to be.

Nag-boom ang call center industry, at na-hire nya ang pinakamagaling na MMDA chairman sa katauhan ni Bayani.
Pinili mo tumakbo ng presidente, at nanalo ka, huwag mo sabihin bandang huli na pinilit ka lang. Buhay ng 90 million Filipinos ang nasa iyong kamay. HIndi biro-biro ang pinasok mo. Enemies of the State
After the election and ABNoy won, he's here again making more enemies. He should think more of what to do with the landslide support from the people. The least he should expect is a smooth governance since Villar and his party are back in the senate. Kung hindi ba sira ulo niya eh he should be busy putting our people back together after a devisive election event pero heto gumagawa na naman ng gulo na akala mo'y Diyos na masusunod ang utos. Gago ka Kalbo! I believe na ang government nya will be like Cory, magulo at puro coup na naman.
Focus on development Agenda First and foremost
- May dayaang magaganap
- May failure of election drama
- Military Junta at Call for Civil disobedience.
These were all the words coming out from the mouth of every LP members including Noynoy during campaing period. Now, with the success of the experimental automation of election should I say...was there any sign of cheating? Had anybody cheated LP? was there a failure of election?...wala...
Kung may dayaan mang naganap, alam natin na ang nandaraya ay siyang nananalo..will you accept that LP people? Of course no..and to be fair I also don't believe you did.
I hope by now Noynoy and his group are enjoying the meals eating their own words.
The outgoing administration has so many things to explain and to pay the price for every questinable and anomalous transaction they engaged in, but I guess it is more appropriate that this be considered as next priority. Focus first on development program for the country to move forward.
It is not a good sign that an incoming president is focusing on matters which to me in some ways, motivated by a political vengeance and personal hatred. Election is over and we need to start moving on again.
Much as we congratulate Noynoy for the overwhelming victory, we also wish that he proves to us that we were wrong in not supporting his candidacy during the election by leading the country towards the elusive recovery.

"NO-EL", "RAFAEL", "Failure of elections". PGMA clinging to power, PGMA rigging the elections. etc...all these have been proven to be farce and non-existent. These allegations were precisely the reasons why according to Noynoy, he does not want PGMA to appoint the next Chief Justice. Considering that the grounds he established are proven to be false then what's the big deal in Corona's appointment now?
Unless of course, if Noynoy wants to appoint a new Chief Justice which will be beholden and subservient to him to rule in favor of Hacienda Luisita, right? This would only be the rationale behind his disagreement. Can any blogger sight a more rational motive of Noynoy?

Enough of these baloney…the presidential election is over! To those who are feasting Noynoy’s glorious victory and are now eager to draw blood on the first family, I say save your curses and read on.
As early as the Villaroyo issue was floated Gilbert Teodoro already knew the real score. He is already aware of the Aquino-Arroyo connection. This is the main and only reason why he resigned as Chairman of the Lakas Kampi-CMD and then followed by Dominguez. Recall that when Salceda, the closest financial adviser, jumped ship and went to LP, Dominguez said, “I see a charade, sana mali ako!” The Aquino-Arroyo connection is what Dominguez was referring to and Gibo with all his loyal minions refused to be part of the charade. That is why Gibo refused to withdraw despite knowing that he was fighting a lost battle. He could not frustrate his loyal followers. To this, I see a man of principle! Insofar as PGMA is concerned, the presidential election IS ALL ABOUT ERAP’S IMPENDING RETURN TO POWER. The realization of which would have spelt doom to the first family in contrast to a Noynoy administration where the Cojuangco’s owe a debt of gratitude viz a viz Hacienda Luisita. That is why the administration party is desperate and will use what ever it takes to frustrate Erap Estrada. If you will not believe me, just ask Gibo’s camp.
The problem is, would the PGMA’s support for Noynoy be enough? With Estrada popularity, this is not enough.
Danding Cojuangco, the head of NPC, did not endorse a presidential candidate but “allegedly” endorsed Legarda as VP. This is coupled with the arranged marriage of NP and NPC. When Noy-Bi was initiated by Escudero and became known, this fact would have been a tell-tale signs for Villar, Legarda, and Roxas. Many advanced the view that Escudero’s move was brilliant. I beg to disagree. It is not Escudero’s idea but the NPC’s brainchild. Binay was a good trade for the NPC’s support. Clearly, Escudero never withdraw from the NPC in reality. His announced withdrawal is just for show to hide the ultimate plan. Villar, Legarda, and Roxas’ suspicion was confirmed by the Supreme Court’s voidance of the NP-NPC’s alliance but they chose to keep mum hoping against hope. Question: Why Binay? Answer: Because Binay is perceived to be more winnable than Roxas since the latter is perceived to be more oligarch and that majority of the cause-oriented groups within the camp of Noynoy is supporting Binay. For this reason, I am inclined to believe that Binay will ultimately win in the VP race. Insofar as PGMA is concerned, this is a welcome development. If you are PGMA supporters, how can you forget Roxas’ public curse against the president?” Needless to say, the votes counted in favor of Villar and Legarda clearly shows that they were left with the NP’s support alone. The final ingredient to this grand scenario was when high representatives from US government “allegedly unofficially” talked to Noynoy. Those talks were only for confirmation that Noynoy will honor the “concessions. The good news is Noynoy won; the bad news is transactional politics (trapo) is at its best!
Considering the foregoing, some questions maybe asked: Was Danding and the NPC’s support helped Noynoy’s landslide win? Was PGMA’s party made the difference? OR Was the perennial unseen foreign hands mattered most? Answer: It is a confluence of all the ingredients without which Erap Estrada would have won handily and would have spelt doom the GMA and his relatives. One last question: Will PGMA and her minions finally answer the “alleged corruption” charges under Noynoy’s administration? Answer: DREAM ON!
