MANILA, Philippines (1st UPDATE) - Makati City Rep. Teodoro "Teddy Boy" Locsin said Friday that someone from Malacañang is allegedly behind "Koala bear," the masked man who claimed he was involved in massive fraud in the May 10 automated elections.

"I know who you are. You who are protecting Koala bear. Do not provoke me to name you, you S.O.Bs, that is to say, statement of votes that Congressman [Roilo] Golez suggested I say," Locsin said in a statement he read before the resumption of the House hearing on alleged poll fraud.

During Thursday's hearing, Locsin threw the S.O.B (sons of bitches) remark to Smartmatic official Heider Garcia for his failure to explain the discrepancy in the internal clocks of some Precinct Count Optical Scan machines.

He scored Malacañang for urging the House committee on electoral reform and suffrage, which he heads, to stop hearing allegations of fraud from losing candidates and just leave it to the Commission on Elections (Comelec) to investigate.

"That is surely rich coming from people who are behind the Koala bear gimmick, designed to throw into total discredit the superb leadership of the Comelec, which tried, not always with succeess. to prevent embedded operators and syndicates from capturing the new electronic election system," the congressman said.

Presidential spokesman Ricardo Saludo said Thursday that issues being raised in the House hearings should be brought to Comelec. He said the House Representatives should just focus on the impending canvassing of votes and proclamation of the new president and vice president.

Prof. Gary Olivar, deputy Presidential spokesman also said "Rep. Locsin's statement is both unsubstantiated and illogical, since  even the administration party standard-bearer has expressed concern about the alleged cheating." 

"Locsin, like Teodoro, is a Harvard-trained lawyer and should know he hasn't said enough yet for the Palace to respond to, so we shall await his follow-up to his initial statement if and whenever it's forthcoming," Olivar said.

Meanwhile, Locsin also said that he has also received "malicious" text messages from people in Malacañang, which are also meant to discredit the Comelec.

"I have refused to read malicious text messages also from administration sources casting doubt on the integrity and fine record of the Comelec commissioners sparing no one," he said, adding that such attempt was despicable.

He said he would continue hearing the complaints, but remained strongly against hearing the allegations of the supposed whistleblower, who calls himself Robin.

"Well, until he removes his fur I will not credit him with anything but a very good impersonation of a New Zealand creature," he said, adding that the hearings will end as scheduled at 3 p.m. and resume on Monday from 9 a.m. to noon.

Locsin said he believes that the candidates' complaints of poll fraud are worth hearing, since not all of them are losers.

"Oddly even winners are complaining like [Palawan governor-elect ] Baham Mitra and [Cebu governor] Gwen Garcia that means we are addressing a real, valid and pressing political concern," he said.

He said he will not stop the hearings until closure on the complaints are reached.

"I will vindicate the automated election system or I will stand condemned with it. These hearings are addressing a real and pressing political need to clear the air before the advent of a new administration so it will not be clouded by the kind of doubt that shadowed the past one," he said.

Locsin ended his statement by turning over the hearings to his co-chairmen. He said he had to excuse himself from the hearings because he would be meeting with the gardener of his father's grave. -- with a report from Willard Cheng, ABS-CBN News
