Arroyo allies keep Cha-cha alive

President Arroyo's allies in the House of Representatives on Tuesday afternoon voted to bring Camarines Sur Rep. Luis Villafuerte's Charter change resolution to the committee on rules.

A radio dzMM report said 19 administration allies in the House committee on constitutional amendments outvoted six minority members in bringing House Bill 1109 to the committee on rules.

From the committee on rules, the resolution, which has been abandoned by Villafuerte, will be brought to plenary for debate.

Parañaque Rep. Roilo Golez told radio dzMM that administration allies forced the resolution's referral to the committee on rules.

"This is a very bizarre happening. The events during the past 10 minutes were very mysterious," Golez said, adding that the minority will continue fighting the resolution.

The resolution seeks to convene Congress into a constituent assembly which will vote jointly with the Senate on charter amendments.

Villafuerte said his main goal in initiating the resolution is to force the Supreme Court to rule on whether the 1987 charter mandates joint voting or separate voting by the constituent assembly.
