Manicurist, billionaire’s daughter, decline midnight appointments

MANILA, Philippines – Nearly all of over 200 appointments made by President Arroyo just days before the 60-day ban on appointments prior to elections took effect were accepted by the appointees.

Among the few who declined were the president’s manicurist and the daughter of mall tycoon Henry Sy.

Many of the appointments made to juicy positions in Government-Owned and -Controlled Corporations (GOCCs). Anita Carpon, President Arroyo’s personal manicurist was earlier reported to have been appointed to the Board of Trustees of the P202 billion Pag-IBIG Fund. 
 
Press Secretary Jun Icban said, however, that Carpon declined her appointment. "She felt it was too much of an honor, she did not want to get the president in any further trouble.”
 
Icban said the president accepted her manicurist’s refusal to accept the post. 
 
Tycoon's daughter
 
Edwin Lacierda, spokesman of president-apparent Benigno “Noynoy” Aquino III, likewise thanked manicurist Anita Carpon for her delicadeza. The Aquino camp earlier said it will review Arroyo’s midnight appointments.
 
Meantime, the office of Teresita Sy Coson, who was shown in the list obtained by abs-cbnNEWS.com/Newsbreak to have been appointed to the Philippine Reclamation Authority (formerly Public Estates Authority), told abs-cbnNEWS.com that she has not taken her oath and will decline the appointment. 
 
Sy Coson is the daughter of Henry Sy, owner of the SM mall chain. 
 
The appointments in the partial list obtained by abs-cbnNEWS.com/Newsbreak where clearly done at the 11th hour. Some appointments, including that of Manila Standard Today columnist Emil Jurado were dated March 25 – days after the ban took effect.
 
The ban was supposed to take effect on March 10—60 days prior to the May 10 elections.
 
Malacañang stressed, however, that even though they appeared to have been made at the 11th hour, President Arroyo had to the make the appointments.
 
 “She has the right to make appointments, maybe they are 11th hour appointments, but she has all the right.,” said Icban.
 
Deputy presidential spokesperson Charito Planas likewise stressed that the appointments were done “legally.” 
 
Courtesy resignations
 
Icban and Planas both stressed that the only way the next administration will be able to replace the 11th hour appointees is if they volunteer to resign their posts.
 
“If would be better that they [the appointees] tender their courtesy resignation,” according  to Planas, to give the next administration the opportunity to select its preferred appointees to said posts. However, she pointed out that this will be up to the appointees. “Nasa appointee pa rin yun.”
 
"Everybody will have to make their own decision,” Icban said.
 
The Office of the Press Secretary was not able to confirm if Armado Macapagal, the president’s gardener, accepted the appointment to the Luneta Park Administration.
 
Icban said the president also considered that the appointments might provoke criticism. However, he added that she placed more premium on the need to appoint “qualified persons” to the posts in order to sustain the delivery of government services.
 
"The question is whether she should still make them, in her mind, she should, it is of critical importance, everyone of them in her mind is very critical, she cannot leave it vacant,” Icban said. – abs-cbnNEWS.com with a report from Ricky Carandang, ABS-CBN News

Really???

What are you talking about?? Putting the "manicurist" in a very important position without the necessary experience can be considered as "putting the right person for the job"? Likewise, is appointing a superich relative of a tycoon in a government position is considered a sane judgement? How about giving the position of Luneta Administrator to a former "gardener"? How will this "gardener" handle all the required knowhow of running a department that needs more advertising and promoting? If you people who are protecting the former President is just a little more patriotic, a little more Filipino, a little more human than robots, you will see that you are not helping the Pilipino people. Years of Arroyo's presidency didn't help us in anyway. Even just giving us a chance to improve our lives is next to impossible. What Arroyo did was tell the children that when you finish your studies....WORK ABROAD...so you will become "heroes". NO new factories... NO new jobs... NO help in promoting small and medium sized business... NO help in lowering the cost of education... NO help in lowering the price of gasoline and oil products... NO new infrastructure that will help the people (There are...I think...new highways...but you need to pay the TOLL FEES! haha)... NO new buildings that we can be proud of... CORRUPTION left and right up to the Barangay level (its in the news!)... NO help with the Philippine Railways System that could help the people in the provinces get the products and services from Urban areas.... So YOU WANT TO ASK...WHAT MS ARROYO DID IN MALACANANG? ....SIMPLE! She put CORRUPT people in the RIGHT PLACES!....She was given a chance to uplift the lives of the Filipino People...and she wasted it! Poor us!

if they accept the offer? Many of them accept the position, now! what is the purpose? "Utang na Loob!!!" to help Arroyo family in different problem they will encounter in Aquino Administration, do you think... to all appointee Arroyo... please respect the Filipino people... do not accept the offer or any position in last minute...

Kudos to the few! Interesting to hear in what is legal and what are necessary. Customary? I question the wisdom in her part to what are important.

Manila Standard Today columnist Emil Jurado ay galit or ayaw na ayaw kay Noynoy !! Isa palang tuta ni kawatang Arroyo ang L**tik na ito!! Matagal ko nang gus2ng mag-comment sa mga sinasabi ng tutang ito ni Arroyo sa column niya .. well, ngayon..ayaw ko nang mag comment.. wal palang kwentang columnist ito na tulad din ni Lolit Solis... kung ano lang ang gus2ng ilagay sa print, iyon na iyon!Bakit pa kc binibgiyan ng space ang gma walang kwentang mamamahayag na ito!

for this brave and honest young lady, of course its easy to do for her, she dont need the money and the fame.

I just wished more Midnight elected people would follow her doing.

For all who voted for a corrupt official, you and your family as well as the rest of the Pinoy's will have to live with it. I hope you feel the pain you caused. Learn from it, people who sell their democratic vote should be threaded as TRAITORS.
