MANILA, Philippines - Former presidents Gloria Macapagal-Arroyo and Fidel Ramos attended the retirement ceremonies for Supreme Court Associate Justice Antonio Eduardo Nachura on Friday afternoon.

Both chief executives appointed Nachura to key positions in government, with Arroyo appointing Nachura to the high court in February 2007.

In 1993, Nachura was appointed by Ramos as commissioner of the Housing and Land Use Regulatory Board, and in 1994 as undersecretary of the Department of Education, Culture, and Sports (DECS).

Nachura served as chief presidential legal counsel to Arroyo beginning February 2006, and shortly thereafter, as solicitor general on March 17, 2006.

He will retire as the 158th justice of the Supreme Court on Monday, on his 70th birthday.

Asociate Justice Conchita Carpio-Morales was also present in the ceremony for Nachura.

Arroyo earlier this week wrote to the Judicial and Bar Council (JBC) opposing the nomination of Morales for the post of Ombudsman.

Morales, who is set to retire on June 19, was appointed to the High Court by Arroyo.

However, in the former President's formal complaint to the JBC, Arroyo questioned Morales' independence and impartiality.

"I sincerely believe Justice Conchita Carpio Morales would not have the required 'independence' and impartiality in resolving cases involving me and my imemdiate family," Arroyo's letter to the JBC said.
