MANILA, Philippines - President-elect Benigno "Noynoy" Aquino III's spokesman has denied that Vice President-elect Jejomar Binay was offered the Department of Transportation and Communications (DOTC) post.

"Wala pa silang pagkakataong mag-usap so wala pa siyang in-offer sa kanya na position ng DOTC (They haven't talked so President-elect Aquino has not offered Binay the DOTC post)," Aquino's spokesman, Edwin Lacierda, told ABS-CBN News in an interview on Friday.

Lacierda urged Binay to disclose who supposedly offered him the DOTC portfolio.

"Mas mabuti siguro na ipaliwanag niya sa taumbayan kung saan niya nakuha ang impormasyon na siya ay in-offer na maging DOTC secretary (He should explain to the people where he got the information that he is being offered to become DOTC secretary)," Aquino's spokesman said.

Not interested

Binay earlier announced to his supporters during a celebration on Thursday night that he was offered the DOTC post.

The vice-president-elect, however, said he was not interested in the post, and that he prefers to head the Department of the Interior and Local Government (DILG) where his expertise as a local official would be useful.

"Sa totoo ho, in-oferan ako sa DOTC Aaminin ko po, ewan ko ho kung matutuloy. Ewan ko ho kung matatanggap ko (I was offered the DOTC. I will admit, I don't know if it will really be offered to me, I don't know if I can accept the offer)," Binay said.

Binay said he would not be able to use his more than 20 years of experience in local governance if he takes on the DOTC.

"Ang linya ko ho talaga ay local government (My line of expertise is really in local government)," he said.

Political analyst Ramon Casiple earlier said that Binay would have a hard time getting the post. Although he is close to the Aquino family, Casiple said Binay is not a party mate of the president-elect.

Casiple added the Liberal Party would also not allow Binay to get the DILG post since it is one of the best springboards to the presidency.

"May problema si Vice President-elect Binay dahil una, hindi siya kapartido. Pangalawa, may possibility na tatakbo siya sa 2016 (Vice President-elect has a problem because first, he is not a party mate. Secondly, he may run for president in 2016)," Casiple said.

Chairman Binay?

At the weekly forum Kapihan sa Sulu in Quezon City, PDP-Laban party president lawyer Aquilino "Koko" Pimentel III said he has heard reports that Aquino may offer Binay the chairmanship of the Metropolitan Manila Development Authority (MMDA).

If the rumors are true, Pimentel said Binay should outrightly decline the offer.

He said the Aquino administration would be demoting Binay if they offer him the MMDA post.

Binay headed the MMDA during the administration of the late President Corazon Aquino, the president-elect's mother.

Meanwhile, Senate minority floor leader Aquilino "Nene" Pimentel Jr. said at the same forum that Binay should not refuse the DOTC post.

The senator said the DOTC is one of the most important government agencies.

The Pimentels, meanwhile, assured that their political party will not clash with Aquino's Liberal Party.

They said the PDP-Laban was with the Liberal Party and other groups which helped the late Cory Aquino topple the Marcos dictatorship in 1986.

If the president will offer

If the president will offer Binay the MMDA post, good for him. Balik MMDA siya. Pero kantyawan siya ni Bayani Fernando dahil very effective si Fernando bilang MMDA chair kesa Binay.
