Ex-AFP-RSBS chief guilty of graft, estafa

MANILA, Philippines - Former AFP Retirement and Separation Benefits System (RSBS) president B/Gen. Jose Ramiscal Jr. (ret) was found guilty of graft and estafa by the Sandiganbayan Fourth Division on Tuesday.

Ramiscal's co-accused Meinrado Enrique A. Bello, Manuel Se Satuito, and Perfecto Quilicot, all former executives of RSBS, were also found guilty of graft. However, they were acquitted of estafa.

Ramiscal et al were charged by the Ombudsman in connection with the anomalous purchase of 148 parcels of land worth P195.85M in Laguna, Batangas, and Iloilo.

The four respondents have posted bail before the Sandiganbayan amounting from P60,000 to P160,000. All of them plan to appeal their conviction.

The group shied away from the media and refused to give any statement.

Aside from this case, Ramiscal is also facing other charges at the Sandiganbayan in connection with his former duties at the RSBS.
