Mikey: Shift to parliament 'not in my mind'

MANILA - President Arroyo's son, Pampanga Rep. Juan Miguel 'Mikey' Arroyo, said on Thursday that although his personal sentiment is for Charter change, a shift in the form of government from presidential to parliamentary system is not in his mind.

"If I say 'Yes,' I'm sure everybody will put a slant in this interview and say that I am for a parliamentary form of government. Not in my mind," Rep. Arroyo said when asked during an interview over ABS-CBN News Channel (ANC) if he supports proposals for a shift to a parliamentary form of government.

The President's son said his main reason for signing up on House Resolution 1109, which calls for a Constituent assembly to tackle proposed amendments to the constitution, is that he wants the "constitutional barrier on foreign ownership be liberalized."

There have been rumors that the congressman is gearing to run for governor of Pampanga instead of seeking a third term in Congress. Reports alleged that the plan is part of Mrs. Arroyo's rumored intention to run for a seat in the House of Representatives and become prime minister if her allies' efforts to amend the Constitution push through.

Rep. Arroyo confirmed reports that some groups in Pampanga have been convincing him to run for governor. He said these groups, which include supporters of Pampanga Governor Eddie Panlilio, are complaining about the priest's "underperformance."

He, however, clarified that other "possible candidates," including "Sen. Lito Lapid and one of the Pinedas," are being asked to run for governor.

The congressman said his "heart" is telling him to "continue as a congressman in Pampanga" and seek reelection in 2010.

Rep. Arroyo, meanwhile, denied that he and President Arroyo have talked about her political plans.

He said he would not want to give her advice on her political career.

“I would have been so assuming to advise the President with what she wants to do with her life… Instead of meddling with her life, I would try to make sure that I’m okay myself,” he said.
