Diokno: Abad could be liable for technical malversation
MANILA - Former Budget Secretary Benjamin Diokno believes that Budget Secretary Butch Abad could be liable for technical malversation in connection with the Aquino administration's Disbursement Acceleration Program (DAP).
Diokno cited a 2012 Supreme Court ruling which said that technical malversation is present as long as there is a violation of the law in the use of public funds, regardless of intent.
Diokno feels that administration official are concerned that they might be jailed.
"Definitely, makukulong sila pagbaba ni PNoy," he said.
"Kontrolado House, Senado. Baka di-maimpeach. Pagbaba niya I'm sure may kaso siya, si Abad," he said. "At this point, pwede mo na siya kasuhan a lot of things -- administratively, criminally, civilly. Kung ayaw mag-resign, he should be suspended. Pwede niya sunugin or shred dokumento. Technical malversation at least."
Diokno reiterated his advice for Abad to resign. "He should resign irrevocably. Huwag na iyung papipigil ka pa. Alam natin (si) President Aquino, he finds it hard to part with his friends."
Diokno warned Abad that he risks heavy grilling in Congress once he starts to defend next year’s budget.
